About this file
This is a Justification for Sole Source Procurement document for a contract under $150,000 (SAP <$150k), referenced as document number 6174-7907, with a required delivery date of August 18, 2026.
The procurement is for pressure-sensitive tape, 2 inches wide by 60 yards long, in white color with a temperature range of -65 to 450 degrees Fahrenheit. The tape features a glass overall and cotton backing and must be cold, heat, and solvent resistant. The specified part number is 361 (2-inch rolls), with each roll marked with manufacturer and part number information. The sole source justification identifies 3M as the original manufacturer, with contact information at 3M Corporate Headquarters in St. Paul, Minnesota. The authorized dealer/representative is PLUSSTAR, INC., located in Dallas, Texas. The contracting officer must approve any substitute materials for use in hot work areas. The justification cites the tape's proprietary silicone adhesive coating as the limiting factor to competition, noting its unique ability to withstand intermittent temperatures up to 550°F with high adhesion (38 oz./in. width tensile strength of 146 lbs./in. width) and abrasion-resistant backing. The tape is identified as the only product approved for use with HOTWORK operations at PSNS (Puget Sound Naval Shipyard) and approved by C/106 for use. The document requires contracting officer signature and certification that the statements are complete and correct.
