About this file

This is a Justification for Sole Source Procurement document for a contract under $150,000, referencing FAR 13.106 and NAVSUP 4200.85D Chapter 5.

The government seeks to procure pressure sensitive tape, 2 inches wide by 60 yards long, in white color with a temperature range of -65 to 450 degrees Fahrenheit. The tape features a glass overall and cotton construction with cold, heat, and solvent resistance properties. Part number is 361 (2-inch rolls), and each roll must be marked with manufacturer and part number. The required delivery date is August 10, 2026. The sole source manufacturer is 3M Company, located at 3M Corporate Headquarters, St. Paul, Minnesota 55144-1000, with manufacturer point of contact at 1-888-364-3577. The authorized dealer/representative is PLUSSTAR, INC., located at 2650 Nova Drive, Dallas, Texas 75229, reachable at 1-877-389-6637.

The justification cites proprietary silicone adhesive coating technology as the basis for sole source restriction. The tape withstands intermittent temperatures up to 550 degrees Fahrenheit, provides adhesion to steel of 38 ounces per inch width, tensile strength of 146 pounds per inch width, backing thickness of 5.0 mils, and total tape thickness of 6.4 mils. The document confirms this is the only tape approved for use with hotwork operations at Puget Sound Naval Shipyard (PSNS) and has been approved by C/106 for hot work area applications. Any substitute material requires specific approval by C/106.
