About this file

This is a market research notice of intent to use a brand name product issued by Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) for the FY27 USCG Project P-664685 Recapitalize Sector Guam with New Base Guam Expansion. NAVFAC Pacific is conducting market research to determine whether alternative sources can supply a flow metering gateway with equivalent performance and listing/approval requirements to the SCADAmetrics EtherMeter EM-100.

The Government requires one (1) flow metering gateway for water monitoring and SCADA telemetry applications that is fully compatible with existing Schneider Power Logics ION Enterprise control system platform servers. The meter must support revenue-grade totalization, forward and reverse flow detection, and real-time flow rate and volume calculations. Technical requirements include support for up to two independent meter channels (absolute encoder and pulse-output flow meters); measurement accuracy dependent on connected meter type; communication protocols including 10Base-T Ethernet, RS-232C, RS-485, MODBUS (RTU/TCP), EtherNet/IP, Allen-Bradley DF1, and ASCII protocol; embedded HTTP and Telnet servers; DIN-rail mounted industrial enclosure; NRTL certification; USA manufacturing; and two-year manufacturer warranty. Complete technical data must be submitted via email to Ms. Katie Johnson at katie.a.johnson27.civ@us.navy.mil no later than 05 August 2026 at 9:00 a.m. H.S.T. This notice is for market research purposes only and does not constitute a request for proposals, quotes, or invitation for bid. All submitted information becomes U.S. Government property and will not be returned.
