Specific work includes removal of existing lower guardrails and associated components, installation of new middle/center handrails, installation of ADA-compliant handrails on stairs and ramps in accordance with 2010 ADA Standards for Accessible Design, demolition and reconstruction of concrete stairs and curb sections, installation of sleeves and weather-strip treads, matching existing exterior paint finishes, and compliance with OSHA, applicable building codes, and NIST safety requirements. The anticipated period of performance is three months from date of award. The NAICS Code is 236220 Commercial and Institutional Building Construction.
All small business organizations (SB, SDB, WOSB, HUB Zone, VOSB, and SDVOSB) are encouraged to respond. Interested contractors must submit a capability statement not exceeding ten pages including company name, address, UEI number, primary point of contact, business size and socio-economic status, relevant construction experience, bonding capacity, technical discussion of ability to perform the services, and confirmation of ability to perform FFP construction in Boulder, Colorado. All vendors must be registered at www.sam.gov for contract award. Responses must be submitted by email to lauren.lopez@nist.gov no later than March 12, 2026, at 5:00 PM MDT with the subject line "Capability Statement for NIST Boulder ADA Handrail Project." This notice is for information and planning purposes only and does not commit the government to award a contract. No reimbursement will be made for costs associated with providing information, and no phone calls will be accepted.

THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ). THIS NOTICE DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. All information submitted in response to this announcement is voluntary and the Government will not pay for the information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
The National Institute of Standards and Technology (NIST), Boulder Campus, 325 Broadway, Boulder, CO 80305, is conducting market research to identify qualified SMALL BUSINESS construction firms capable of performing a Firm-Fixed-Price (FFP) construction project for the NIST Sitewide ADA Handrail Project. This is a Sources Sought ONLY and not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. All small business organizations (SB, SDB, WOSB, HUB Zone, VOSB, and SDVOSB) are encouraged to respond to this notice.
The Government anticipates awarding a single Firm-Fixed-Price contract to one contractor.
The NAICS Code is 236220 Commercial and Institutional Building Construction.
General Requirements The project consists of removal, modification, fabrication, and installation of permanent ADA-compliant handrail systems at multiple buildings across the NIST Boulder Campus. Work includes, but is not limited to:
Removal of existing lower guardrails and associated components;
Installation of new middle/center handrails where required;
Installation of ADA-compliant handrails on stairs and ramps in accordance with 2010 ADA Standards for Accessible Design;
Demolition and reconstruction of specified concrete stairs and curb sections;
Installation of sleeves, weather-strip treads, and moisture protection elements;
Matching existing exterior paint finishes;
Compliance with OSHA, applicable building codes, and NIST safety requirements.
All work will be performed at the NIST Boulder Campus, Boulder, CO 80305. The anticipated period of performance is three (3) months from date of award.
Submission Requirements Interested small business contractors shall submit a capability statement not to exceed ten (10) pages, including:
Company name, address, and UEI number;
Primary point of contact (name, phone number, and email address);
Business size and socio-economic status;
Description of relevant construction experience;
Bonding capacity (single and aggregate);
Technical discussion of Contractor’s ability to perform the type of services described above;
Confirmation of ability to perform a Firm-Fixed-Price construction contract in Boulder, CO;
Identify and mark any proprietary process or data.
NOTE: All vendors must be registered at www.sam.gov for contract award.
Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a firm-fixed price contract. Stay tuned to www.sam.gov for all future contract announcements from NIST.
