Specific requirements include circular handrails with outside diameter between 1.25–2 inches or non-circular handrails with perimeter between 4–6.25 inches, continuous gripping surfaces, installation height of 34–38 inches, minimum 12-inch extensions at top and bottom, smooth terminations, and removal of bottom guardrails with grinding to smooth finish. The contractor must also provide concrete staircase demolition and replacement (7 risers, 8-foot run, 7-foot width), concrete curb section replacement, weather-strip treads, sleeves with moisture seals, and exterior paint color matching existing schemes. A pre-proposal site visit is highly recommended, and post-award construction and weekly progress meetings are required. Deliverables due within 10 days of award include a Microsoft Project schedule, site-specific safety plan, concrete mix design with compaction test results, exterior paint color and specification, stainless steel hardware submittal, weather-strip tread submittal, and sleeve adapter specifications. Payment is 100% upon installation completion, acceptance by the NIST Contracting Officer's Representative (COR), and successful demonstration of performance compliance. The contractor must comply with HSPD-12 requirements, provide a roster of staff with system access within 14 days of contract effective date, submit employee lists two weeks in advance for background checks, maintain safety training records, provide all required personal protective equipment and safety-related equipment, and obtain an "Impairment Permit" 24 hours in advance of work producing smoke, sparks, steam, flames, fumes, dust, or particulates near fire detection devices.

STATEMENT OF WORK for:

NIST Sitewide Handrail Project

NATIONAL INSTITUTE OF STANDARDS & TECHNOLOGY

United States Department of Commerce

325 Broadway Boulder, CO 80305 January 21, 2026

I. BACKGROUND INFORMATION

The NIST Sitewide Handrail Project is managed by the Facilities Maintenance Division, which oversees upgrades and maintenance to ensure agency facilities remain functional and meet current standards. This requirement arose because handrailing does not meet ADA standards and the lower railing needs to be removed to improve snow removal. The acquisition aims to remove the lower railing, installing middle railing, and bringing the handrail into ADA standards.

II. PURPOSE

The purpose of this procurement is to construct, modify, and install permanent ADA-compliant handrail systems on the NIST Boulder Campus to provide safe, accessible means of support for building occupants and visitors. This procurement is intended to ensure full compliance with the 2010 Americans with Disabilities Act (ADA) Standards for Accessible Design, including Sections 505.3, 505.4, 505.5, 505.7, 505.8, and 505.10, thereby satisfying all applicable accessibility and OSHA requirements. The scope of this procurement shall include all labor, materials, equipment, fabrication, and installation necessary to construct handrails for stairs and ramps, including proper height, graspability, continuity, extensions, and terminations, as required to meet ADA accessibility standards.

PLACE OF PERFORMANCE

Work will be performed on the NIST Boulder Campus

Regular Business Hours Regular business hours are Monday through Friday, 0600 to 1800 Mountain Time, excluding Federal holidays and NIST closures.

PERIOD OF PERFORMANCE

All work shall be completed three months from the date of award

III. SPECIFIC REQUIREMENTS

Task 1 – Sitewide Handrail Project The Contractor shall construct, furnish, and install permanent handrail systems as part of this construction project in strict accordance with the 2010 Americans with Disabilities Act (ADA) Standards for Accessible Design, Sections 505.3, 505.4, 505.5, 505.7, 505.8, and 505.10, applicable building codes, and contract drawings and specifications. Compliance with these ADA standards shall be deemed to satisfy all applicable OSHA handrail requirements.

1.1. Handrail Geometry and Graspability

1.1.1 The Contractor shall install handrails that provide a secure and comfortable gripping surface. Circular handrails shall have an outside diameter between 1 1/4 inches and 2 inches (32 mm to 51 mm). Non-circular handrails shall have a perimeter between 4 inches and 6 1/4 inches (100 mm to 160 mm), with no cross-sectional dimension exceeding 2 1/4 inches (57 mm).

1.2 Continuous Construction

1.2.1 Handrails shall be constructed and installed with a continuous gripping surface along their entire length. Obstructions, brackets, or features that interrupt the top or sides of the gripping surface shall not be permitted.

1.3 Surface Finish and Structural Stability

1.3.1 Handrails shall be fabricated and finished to eliminate sharp edges, burrs, or abrasive surfaces. Installed handrails shall not rotate within brackets or fittings. The Contractor shall ensure the surface finish provides a smooth, non-slip grip suitable for continuous public use.

1.4 Location and Quantity of Handrails

1.4.1 The Contractor shall install handrails on both sides of all stairs and ramps constructed or modified under this contract. Contractor shall remove the bottom guardrails and grind down to a smooth finish. A center handrail shall be installed and shall be acceptable provided it meets all ADA dimensional and functional requirements. Contractor shall match the existing exterior paint scheme or equivalent; contractor shall submit exterior paint color and specification for COR/NIST approval.

1.5 Installation Height

1.5.1 The Contractor shall install handrails at a consistent height between 34 inches and 38 inches (865 mm to 965 mm) measured vertically from the stair nosing or ramp surface.

1.6 Handrail Extensions

1.6.1 The Contractor shall construct and install horizontal handrail extensions at both the top and bottom of stairs and ramps.

1.6.2 At the top, handrails shall extend a minimum of 12 inches (305 mm) beyond the last riser or end of the ramp slope.

1.6.3 At the bottom, handrails shall continue in the direction of travel for a minimum of 12 inches (305 mm) prior to termination.

1.7 Handrail Terminations

1.7.1 Handrail ends shall be constructed to return smoothly to a wall, floor, or post, or shall be rounded, to eliminate projection and snag hazards.

1.8 Inspection and Acceptance

1.8.1 All handrails shall be subject to visual inspection and dimensional verification by the NIST Contracting Officer’s Representative (COR). Any handrail system found to be noncompliant with ADA requirements shall be corrected or replaced by the Contractor at no additional cost to the Government prior to acceptance.

1.9 Building 1 Wing 3 and 6 Dock Stairs and Handrails

1.9.1 Contractor shall ensure all concrete work conforms to the NIST site standard “GENERAL SIDEWALK CONSTRUCTION” (see NIST Standard below).

1.9.2 Contractor shall demolish and remove from the site the existing concrete steps, concrete curb section, and all unsuitable subbase materials.

1.9.3 Contractor shall replace the concrete staircase (7 risers × 8-foot run × 7-foot width) with a new concrete staircase matching the existing slope and design.

1.9.4 Contractor shall replace the concrete curb section with a new concrete curb section to match the existing curb.

1.9.5 Contractor shall furnish and install a new handrail to match the existing handrail, excluding the bottom rail.

1.9.6 Contractor shall install sleeves and seal penetrations to prevent moisture infiltration and concrete cracking. Sleeves shall match the existing handrail. Contractor shall submit sleeve specifications to the COR for approval.

1.9.7 Contractor shall furnish and install weather-strip treads on each riser. Contractor shall submit weather-strip tread specifications to the COR/NIST for approval.

1.9.8 Contractor shall submit the concrete mix design and compaction test results to the COR/NIST for approval.

Safety on the NIST Campus NIST is committed to maintaining a work environment that safeguards the public and the environment, as well as personnel and property.

If the award requires construction, demolition, excavation, renovation, or other work for which the contractor directs and oversees contractor personnel (including subcontractors) at NIST-owned and operated sites, the contractor shall:

Provide a detailed, site-specific Safety Plan to the contracting officer within 10 days after award that describes how the contractor will maintain a safe work environment and comply with applicable Occupational Safety and Health Administration (OSHA) standards, as well as with applicable state and local laws, standards, and codes.

The Safety Plan shall specify how the company’s policies and practices will comply with each of the applicable standards, laws, and codes.

The contracting officer will provide written comments regarding the plan to the contractor within ten (10) days of receipt and will require the contractor to submit a revised safety plan within ten (10) days after that to the contracting officer for their review. This cycle may be repeated, if necessary, until the contracting officer determines the safety plan to be acceptable.

Safety-Related Equipment The Contractor shall:

Provide all safety-related equipment required to perform the work under this award, including personal protective equipment (PPE) and other equipment that is required or appropriate to protect contractor personnel and other personnel on the NIST campus. Contractor-provided personal protective equipment shall include, at a minimum, hard hats, safety shoes, safety glasses (prescription or standard), respiratory protection (powered air purifying respirator or full-face mask respirator), high visibility clothing and gloves that meet applicable OSHA standards for PPE.

Training The Contractor shall:

Provide safety-related training required by applicable OSHA, state and local regulations or standards to affected contractor personnel (including subcontractor personnel) that perform work under this award. Such training may include, for example, training for proper use of PPE, respirator use, fall protection, crane operation, forklift operation; electrical safety, or other safety-related topics.

Maintain records of safety training provided to contractor personnel (including subcontractor personnel) that perform work on this award. The contractor shall make those records available to the contracting officer, contracting officer’s representative for the award, or other authorized personnel within 7 days of receipt of their written request, and annually thereafter or upon request.

Require contractor personnel (including subcontractors) to attend required NIST-specific health or safety training that is required by the award.

Health Hazard Assessments and Medical Evaluations The Contractor shall:

Provide required health hazard exposure assessments, medical evaluations and screenings, and exposure monitoring required by applicable OSHA requirements.

Ensure PII information is protected.

Homeland Security Presidential Directive (HSPD)-12

The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M-19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 §1.2.

5. Roster

The Contractor (and/or any subcontractor) must submit a roster by name, position, e-mail address, phone number and responsibility, of all staff working under this acquisition where the Contractor will develop, have the ability to access, or host and/or maintain a government information system(s).

The roster must be submitted to the COR and/or CO within 14 days of the effective date of this contract. Any revisions to the roster as a result of staffing changes must be submitted within 14 days of the change. The COR will notify the Contractor of the appropriate level of investigation required for each staff member. If the employee is filling a new position, the Contractor must provide a position description and the Government will determine the appropriate suitability level.

GENERAL REQUIREMENTS

Installation shall include, but is not limited to the following:

Provide all labor, furnish, and install materials, equipment and supplies in accordance with the SOW Delivery Schedule: With initial proposal and prior to commencement of work the contractor must provide detailed project schedule in Microsoft Project to the COR for acceptance. Final schedule shall be agreed upon after NTP at post-award meeting. Final schedule to be cost loaded by activity.

Provide management and field supervision throughout the project duration.

Contractor must be familiar with the work required and local conditions affecting the work.

Ensure that the safety of the project is a top priority. Submit a site-specific safety plan with project quotation.

Ensure due diligence and timely delivery of the project.

Cooperate with NIST Police and Security regarding site security. Contractor is responsible for ensuring its personnel meet all site access requirements. Provide a list of all anticipated employees at least two weeks in advance of their arrival. All employees must fill out specified background check forms for review by NIST Security before security badges will be issued. These forms will be typed.

Maintain a record set of all inspections, or other authorizations necessary for the work to proceed.

An “Impairment Permit” is required when project work produces: Smoke; Sparks; Steam; Flames; Fumes; and/or Dust; or other particulates within the buildings when working around fire detection devices. The Contractor must pull a permit through the COR twenty-four (24) hours in advance of beginning associated work.

Notify the COR of the work progress and any required inspections forty-eight (48) hours in advance of all inspections.

Upon substantial completion, notify the COR for the performance of a punch list inspection. Submit a written list of items requiring completion or correction accompanied by an anticipated schedule.

Contractor is responsible for determining order of work. Sequential work by room/hallway is envisioned in this SOW but is not required.

Contractor shall comply with the “General Instructions for Conducting Work at the NIST Boulder Campus” that is attached in the contract.

Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 7 days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

REQUIREMENTS FOR CONTRACTOR PERSONNEL

Identify all qualifications that the Contractor and/or their personnel working on this contract must possess.

Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.

Standards of Acceptance: The NIST POC or COR shall review all the above deliverables and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within 14 days of receipt of deliverable. This section applies to deliverables which must be reviewed and approved for acceptance (e.g., draft plans, drawings, etc.)

VI. PAYMENT SCHEDULE

The Contractor will be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice.

1. 100% after installation and acceptance by the POC of fully installed system, AND

2. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND

3. After successful demonstration by the instrumentation that it performs in accordance with the requirements set forth in this document.
