Justification and Approval (J&A) for Other Than Full and Open Competition

I. Agency and Contracting Activity.

366th Financial Acquisition Squadron (FAS/PKA), Mountain Home AFB, Idaho.

II. Nature and/or description of the action being approved.

Mountain Home AFB requires the removal and installation of eight (8) pairs of String Machines and eight (8) under land ball return tracks. In addition, to the removal the contractor shall dispose the old equipment.

III. Description of supplies/services required to meet agency needs.

The Contractor shall supply all parts to include eight (8) Edge String Sport PSP Pair, sixteen (16) Edge String Sports Kickbacks, eight (8) spare parts kits, nine (9) 5HD-HUB replacement for BES X with Edge String, one (1) Center Punch Lightining Conqueror X Control Interface, sixteen (16) Flat Gutters, and two (2) Edge String AMFile Glow Pins. In return, the contractor will except eight (8) 4HB-HUB Only in conjunction with EDGE String and 5HD-HUB, eight (8) Q-Vision Camera, and one (1) Effects Server.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

There is a Non Appropriate Fund (NAF) mandatory source for Air Force Bowling Center and their correlating mechanics utilizing professional grade industry methods and materials certified by the United States Bowling Congress (USBC). DAFI 34-101, Morale, Welfare and Recreation Programs and Use Eligibility, Chapter 15.4.1. states "leagues are sanctioned by the United States Bowling Congress. The Contractor shall follow the USBC Equipment Specification and Certifications Manual.

In a memo from QubicaAMF, Matt Proctor, Manager US Government Accounts, dated 15 May 2024 stated "We have designed these products and have proprietary control over them." Additionally, "QubicaAMF certifies its installers annually and we only authorize these certified technicians to install our products. Any other means would void the warranty."

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

A Sources Sought was submitted on SAM.gov, which resulted in no other USBC certified/Sanctioned contractors. In addition a search was conducted on SAM.gov, which showed multiple notices stating the Government's intent to Sole Source to Qubica AMF.

QubicaAMF provided the following statement, "Mountain Home AFB, along with all Air Force Bowling Centers, currently has QubicaAMF scoring and management systems. The Edge String pin spotter and Center Punch lighting system are proprietary products of QubicaAMF and are designed to seamlessly integrate with the scoring and management system currently installed in the Bowling Center at Mountain Home AFB. Any other manufacturer's pin spotter, free fall or string, or lighting system, would require additional interface equipment and modifications to the existing equipment. This product is only available directly from QubicaAMF and cannot be purchased anywhere else. There are no distributors or third party vendors authorized to sell this equipment." VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A Sources Sought noticed was posted from 15 - 24 May 2024 which resulted in no other USBC certified/sanctioned contractors. As stated above in paragraph V, additional research was conducted on SAM.gov and the contractor provided a proprietary letter.

VIII. Any other facts supporting the use of Other Than Full and Open Competition.

None.

IX. List of any sources that expressed, in writing, an interest in the acquisition.

None.

X. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisitions for the supplies or services required.

None.

XI. Certification by the Contracting Officer.
