About this file

This is a Single Source Justification document for a Fuel Oil Heat Exchange Filtration System from the 366th Contracting Squadron at Mountain Home AFB, Idaho. The justification supports sole source procurement of a Hot Flush flusher system for cleaning F-15 heat exchangers while installed on aircraft to reduce maintenance hours and aircraft downtime.

The document establishes that Hot Flush Inc. is the only approved source, as their system is the sole heat exchanger flushing equipment tested and approved by the F-15 System Program Office (SPO). The SPO conducted research and in-person demonstrations confirming this is the only commercially available equipment meeting requirements. The contracting officer determined on November 21, 2024 that a single source is reasonably available under FAR 13.106-1(b)(1). The document indicates the SPO will continue searching for other approved systems and surveying the marketplace for future requirements. This procurement is not a bridge action and will be awarded after December 11, 2024.

The F-15 has a the1mal disconnect metal and other containments can be introduced into the FOHE that are installed on the aircraft saving aircraft downtime and component replacement.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Hot Flush flusher is the only piece of heat exchanger flushing equipment that has been tested by the F-15 System Program Office (SPO) and is approved for use in cleaning F-15 heat exchangers. The F-15 SPO has been researching potential ways to flush/dean out the Fuel Oil Heat Exchanger (FOHE) when it becomes contaminated. Hot Flush Inc. has a system that meets the needs of the F-15 System Program Office and has provided an in-person demonstration of its capabilities. The FOHE Flusher was researched by the System Program Office and deemed the only commercially available piece of equipment that meets the needs.
