About this file
This is a Memorandum for Record from the Air Force Life Cycle Management Center at Robins Air Force Base regarding F-15 Fuel Oil Heat Exchanger (FOHE) Hot Flush Trials, dated January 25, 2022. The memo outlines that the F-15 System Program Office has procured two prototype Hot Flush systems to test on-aircraft flushing and cleaning of FOHEs, requiring data collection from trials to finalize the process and design.
The document explains that F-15 aircraft have experienced ongoing thermal management issues with the FOHE, which cools multiple critical systems using main engine fuel supply. Traditional FOHE replacement requires 5 full working days of maintenance when overheating or contamination occurs. The memo specifies that the Hot Flush system is the only approved equipment authorized for on-aircraft FOHE flushing during these trials, and units wanting to participate must coordinate purchases with the F-15 SPO to ensure they obtain the latest configuration with all required connection adaptors. This memo relates to a sole source procurement notice (FA489725QC0005) for the Fuel Oil Heat Exchange Filtration System, with an anticipated award date after December 11, 2024.

MEMORANDUM FOR RECORD
FROM: AFLCMC/WAQE
SUBJECT: F-15 Fuel Oil Heat Exchanger Hot Flush Trials
1. BLUF: The F-15 System Program Office(SPO) has procured two prototype Hot Flush systems to test the feasibility of on aircraft flushing/cleaning of Fuel Oil Heat Exchangers(FOHE). Data collection from on aircraft trials is required to finalize the process and design.
2. BACKGROUND: The F-15 has been plagued for many years with thermal management issues surrounding the aircraft FOHE. The FOHE cools the integrated drive generator, airframe mounted accessory drive, primary control hydraulic, and utility hydraulic oils using aircraft main engine fuel supply fuel as the cooling media. Fuel flows through the liquid to liquid heat exchanger removing heat from the oil systems. When the FOHE is determined to be causal in an overheat situation or it is suspected that the FOHE has been contaminated by another system failure the FOHE traditionally would require replacement. This task alone usually takes 5 full working days to perform all of the maintenance associated with performing this task.
3. At present, the Hot Flush system is the only approved piece of equipment authorized to perform on aircraft flushing of the FOHE for these trials. Units requesting to participate in the trials must use the Hot Flush system to participate. Purchases should be coordinated with the F-15 SPO to insure configuration of Hot Flush system being purchased is the latest configuration and will contain all required connection adaptors.
