About this file
This is a sole source determination letter from Vector Airport Systems to the City of Santa Fe, New Mexico, establishing Vector as the exclusive provider of the PLANEPASS service for aircraft tracking, billing, and collection operations at Santa Fe Municipal Airport. The PLANEPASS service encompasses a comprehensive outsourced airport fee billing and collection system that manages the full lifecycle of landing fees, parking/ramp fees, and customs charges. Vector proposes to provide aircraft tracking and operation data collection, full-service billing and collection processing, and access to its proprietary operator/operations database. The contract represents a revenue service arrangement with no specified response deadline, bid opening, or award date noted in the documentation. The term of the contract and any renewal options are not detailed in the provided materials.
Vector Airport Systems is requesting an estimated annual fee of $440,000 for landing fees (general aviation category) under the proposed contract, invoiced on a quarterly or annual basis. As the sole source provider, no competitive bidding process is required, and Vector operates as the incumbent vendor with an established market presence across over 130 U.S. airports. The company's service model eliminates the need for airport staff resources in billing and collection operations and features a 99.6% historical collection rate. Vector's proprietary advantages include a multi-source aircraft tracking system using artificial intelligence, a network of over 120 aircraft identification cameras nationwide, access to databases containing billing information for more than 68,000 operators worldwide, and a dedicated U.S.-based collections team. The funding source for the contract is identified as airport revenue, consistent with the self-supporting nature of airport fee-based services.

RE: Sole Source for the PLANEPASS® service from Vector Airport Systems
To Whom It May Concern:
This letter notifies you that Vector Aircraft Systems (Vector) is the sole provider of the Vector PLANEPASS service.
This service includes all services, software, and training materials for client airports. The PLANEPASS service is a unique outsourced airport fee billing & collection service. Over 130 U.S. airports are contracted with Vector to use our proprietary PLANEPASS service to manage the full life cycle of billing, collection, and customer service of various airport fees, including landing, parking/ramp, and customs. Other vendors may provide billing reports of what to bill, but we are not aware of any company in the U.S. or the world that offers a comparable all-in-one automated, integrated billing & collections service.
There are three unique elements to Vector’s PLANEPASS billing and collections service offering:
1. Aircraft Tracking and Operation Data Collection:
• Only Vector uses a custom AI process to fuse multiple (anywhere from 3 to 5) unique flight-tracking data sources to correlate and interpret flight track data to get the most accurate and reliable picture of all flights in and out of your airport. This proves to be significantly more effective than solutions based on a single flight-tracking source. Vector provides this capability at no cost to the airport.
• Ability to track and identify 99%+ aircraft arriving to and departing from the airport.
o PLANEPASS is the only vendor with a network of more than 120 aircraft identification cameras across the U.S. that positively identify aircraft that are blocking their identities through the FAA’s LADD and PIA programs o Ability to track and identify aircraft using visual flight rules (VFR) including helicopters.
o Ability to track and identify aircraft diverting to the airport.
o Ability to track and identify aircraft operating with incorrect or missing flight plans.
2. Proven Full-Service Billing & Collection Process:
• The PLANEPASS solution provides an extremely high annual collection rate of 99.6% across all clients. This is a historical average across all our client airports because operators know and trust us.
• Only Vector has an active dedicated collections team to get revenue to the airport quickly.
• No airport/FBO staff resources are required.
• Vector accepts checks from operators, which represent 40% of all payments.
• Our US-based customer service is available by phone, email or through our web-based Operator Portal that allows aircraft operators to interact with PLANEPASS online, including the ability to print invoices, pay fees with credit card, and ask questions or refute charges.
• PLANEPASS configuration automatically supports any rates and charges scheme including:
• Increased fees for operations at night
• Graduated fees that increase with weight (MLW or MTOW)
• Fees that apply specifically to Part 91, Part 121, and Part 135 operations
• Exemptions from fees for based, government, or medical flights.

3. Operator/Operations Database:
• During the company’s history, Vector has created and maintained several proprietary databases that allow us to turn aircraft operations into landing fee invoices. These proprietary databases allow Vector to efficiently match:
o Aircraft registration numbers to equipment type (model/sub model specifications/weights) o Aircraft registration numbers to aircraft weights (MLW & MTOW) o Aircraft registration numbers with aircraft operator and ownership information, including up-to-date billing contact information (phone numbers, physical addresses, email addresses, etc.)
• Vector’s proprietary databases are updated continuously through proactive notifications of aircraft sales/ownership changes, active research, and customer feedback.
• Vector's operator database currently contains billing information for over 68,000 operators worldwide.
This familiarity with operators through the years has built inherent trust.
To the best of our knowledge, no other vendor offers this outsourced service that bills and collects on behalf of airports.
Sincerely, William Repole President Vector Airport Systems
