About this file
This is a Sources Sought Capabilities Questionnaire designed to evaluate small business firms' qualifications for competing on a cost-plus-award-fee (CPAF) indefinite delivery indefinite quantity (ID/IQ) contract for Munitions Response Actions at Vieques, Puerto Rico and other sites within NAVFAC Atlantic's area of responsibility or worldwide. The questionnaire is not a request for proposal and does not obligate the government to award any contract; rather, it serves as a market research tool to assess the availability and adequacy of qualified small business sources.
Respondents must provide company information including business name, address, CAGE code, UEI number, NAICS codes, and small business certifications (8(a), SDVOSB, VOSB, HUBZone, SDB, EDWOSB, WOSB, or minority/woman-owned designations). The questionnaire requires disclosure of proposed contractor arrangements (sole contractor, prime contractor with subcontractors performing less than 50% of work, or joint venture). Firms must document past contract experience since July 2021, including contract numbers and descriptions of work performed. The capability section requires firms to demonstrate specialized experience across environmental programs (RCRA, CERCLA), contaminants (chemical/biological warfare materials, HTRW, munitions constituents, UXO, DMM), media types (soil, sediment, groundwater, air, sludge, surface water, structures), and specific services including munitions removal, geophysical surveys, topographic surveys, quality assurance, and O&M instruction. Additionally, firms must confirm their ability to perform at least 50% of service costs with their own employees, possess a DCAA-approved accounting system for handling multiple cost-plus-award-fee task orders, and provide total FTE counts by major labor categories (project managers, UXO specialists, divers, environmental engineers, health and safety personnel, and administrative staff).
