About this file
This is a Single Source Justification document for a simplified acquisition by the 355th Security Forces Squadron at Davis-Monthan Air Force Base, Arizona. The contracting activity is 355 CONS, and the project is titled "355 SFS Portable Vehicle Barriers."
The Government is procuring the Meridian Archer 1200 Barrier system and associated accessories to enhance force protection and prevent unauthorized vehicle access at installation entry control points. The Archer 1200 is a portable, anti-ram vehicle barrier designed for rapid deployment by Security Forces personnel. It operates as a non-electric, non-hydraulic solution that can be deployed and repositioned by a single operator. The requiring activity identified this specific barrier system as the product best meeting operational requirements for installation security and force protection of personnel, resources, and infrastructure. The Government intends to solicit Meridian Rapid Defense Group LLC as the only responsible source capable of providing the required system. Meridian is the sole manufacturer, patent holder, and authorized supplier; the company certifies it does not authorize third-party distributors. The Archer 1200 Barrier is listed on the March 2026 DoD Anti-ram Vehicle Barrier List and satisfies operational force protection requirements. The Contracting Officer determined that only Meridian Rapid Defense Group LLC is capable of providing the required system, and that soliciting additional sources would not result in competition. The justification was signed by Mr. Zachary M. Goit, Flight Chief, 355 CONS/PKP43, on June 22, 2026, in accordance with FAR 13.106-1(b)(1).
