About this file
This document contains a sources sought questionnaire and description of a federal contract opportunity for construction of a Command Center for the Guam Defense System. The Navy is seeking sources capable of constructing a Command Center facility and associated power generation infrastructure totaling between $250 million and $500 million. Interested contractors should submit responses to the attached questionnaire and experience form by March 30, 2024 to the Navy point of contact. The questionnaire requests information on up to three relevant past construction projects of approximately 50,000 square feet or more that were over $250 million and completed within the last ten years. Relevant experience includes new concrete buildings on base-isolated foundations meeting Risk Category IV seismic standards. Submittals should be limited to ten pages and include a letter from the firm's surety listing bonding capacities. The market survey is only for planning purposes and the Navy will not provide debriefings or evaluation letters in response.

1. Submit information on a maximum of three projects using Attachment A. A relevant project is defined as new construction of operations centers approximately 50,000 SF or more, consisting of concrete building structure on a base-isolated foundation, meeting IBC Risk Category IV. The projects must have been substantially complete within the past ten (10) years of this sources sought, and $250,000,000
(USD) or more in construction dollar value.
Notes:
a. “Substantially complete” is defined as being at least 90% physically complete.
b. A relevant construction project is further defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
