About this file

This is a Notice of Intent to Certify Sole Source (#SS 420) from the University of Mississippi (UM) for the purchase of a RheaLyo Mono Single Vial Unit from RheaVita in Ghent, Belgium. The notice outlines the university's intent to make a sole source purchase of specialized laboratory equipment used for spin freezing vials through high-speed rotation freeze-drying of pharmaceutical formulations. Interested parties who wish to object to this sole source certification must submit their responses by Tuesday, March 4, 2025, at 10:00 am (Central Time) to Frank Kemp or Jeff Wells at the UM Procurement Services Department.

The university has negotiated a 30% discount off the project total and 100% off on the vial upgrade, including installation, commissioning, and training. The purchase is justified as reasonable due to the equipment's unique capabilities, its compatibility with existing lab equipment at Insight Park, and its importance for completing ongoing NIH grant objectives. RheaVita offered the discount due to their interest in providing graduate students hands-on training with innovative lyophilization methods. The equipment is expected to enhance the department's ability to attract industry partners and secure government grants and contracts.

UNIVERSITY OF MISSISSIPPI

Notice of Intent to Certify Sole Source

#SS 420

The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.

Commodity or commodities to be purchased (manufacturer, model, description):

RheaLyo Mono Single Vial Unit from RheaVita, Ghent, Belgium

The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of the department:

The RheaLyo Mono single vial unit is the only equipment available on the market that can spin freeze the vials by employing high speed rotation of freeze-drying the pharmaceutical formulations in the laboratory. The unit will give our lab graduate and undergraduate students a great hands-on experience in the development of novel pharmaceutical formulations at a higher rate. The possession of this equipment will greatly help the lab to push for more innovative grants with academic and industry establishments. The RheaLyo is compatible with the equipment currently used to make cryofreezing of the dose formulations in the lab located at Insight Park. In addition, the equipment will help to complete the objectives of the currently on-going NIH grant.

Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):

RheaVita, Ghent, Belgium. No other company sells continuous lyophilizer equipment that can be used to streamline the production of continuous pharmaceutical compositions at batch and commercial scale. The PI understands from experience working in partnership with the pharmaceutical companies and conversations with scientists currently in industry that there is no other company that sell this type of high-end equipment for the specific application of continuous lyophilization that can be used for laboratory scale which also can be used for commercial production of pharmaceutical compositions.

Why the amount to be expended for the commodity is reasonable:

This amount is reasonable because the PI negotiated a 30% discount off the project total and 100% off on the vial upgrade along with installation, commission and training. The addition of this equipment is expected to increase the department’s ability to attract new industry partners. The availability of this equipment will also expand the Department’s ability to secure government grants and contracts.

Efforts that the agency went through to obtain the best possible price for the commodity:

Following several discussions between the PI and RheaVita, he negotiated a 30% discount off the project total. RheaVita was willing to discount the price due to their interest in graduate students getting hands-on training of the new and innovate lyophilization methods.
