About this file

This is a Notice of Intent to Certify Sole Source (#SS 409) from the University of Mississippi (UM) for the purchase of a Styl' One Nano Compaction Simulator from KORSCH America, Inc. The equipment is needed for the Department of Pharmaceutics and Drug Delivery to simulate full-scale manufacture of pharmaceutical tablets in the laboratory. Interested parties who wish to object to this sole source certification must submit their responses by Tuesday, February 11, 2025, at 10:00 am (Central Time) to the UM Procurement Services Department.

The department has negotiated a 23% discount off the project total with KORSCH America, Inc., who is willing to provide the discount due to their interest in training graduate students and course attendees. The equipment is justified as a sole source purchase because it is the only laboratory-scale equipment available that can simulate commercial production of pharmaceutical tablets, is compatible with existing department equipment, and will be used for both graduate research projects and the department's Hands-on Course in Tablet Technology. The equipment is expected to enhance the department's ability to secure government and industry grants and contracts, while being more cost-effective than pilot-scale equipment that would cost 2-3 times more and be too large for existing laboratory space.

UNIVERSITY OF MISSISSIPPI

Notice of Intent to Certify Sole Source

#SS 409

The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.

Commodity or commodities to be purchased (manufacturer, model, description):

Styl’ One Nano Compaction Simulator, KORSCH America, Inc

The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of the department:

The Styl’ One Nano Compaction Simulator is the only equipment available on the market that can simulate full scale manufacture of pharmaceutical tablets in the laboratory. This unit will give our students valuable experience in the development and manufacture of pharmaceutical products. It will expand the Department of Pharmaceutics and Drug Delivery’s ability to secure government and industry grants and contracts. This laboratory scale equipment is compatible with equipment currently used to make pharmaceutical tablets currently in the Department including powder blending equipment, wet and dry granulation equipment, single and rotary tablet presses, and tablet coating equipment. In addition, the equipment will be a valuable addition to the department’s Hands-on Course in Tablet Technology, an annual postgraduate course taught by the faculty attended by pharmaceutical scientists from around the world and will be featured in lecture and laboratory portions of that course.

Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):

KORSCH America, Inc. Garrett Mann, Regional Sales Manager. No other company sells laboratory scale equipment that can be used to simulate commercial production of pharmaceutical tablets.

Why the amount to be expended for the commodity is reasonable:

The amount is reasonable because the department negotiated a 23% discount off the Project Total.

Pilot scale tablet compression equipment cost 2 to 3 times the cost of this compaction simulator and are too large for installation in existing laboratory space. KORSCH, America Inc. is a corporate partner for the Hands-on Course in Tablet Technology and will provide training on the unit. It is expected that the equipment will be used in numerous graduate research projects and will be featured in the Hands-on Course in Tablet Technology. The addition of this equipment is expected to increase interest in the course thereby increasing enrollment and income. The availability of this equipment will expand the Department’s ability to secure government and industry grants and contracts.

Efforts that the agency went through to obtain the best possible price for the commodity:

Following several discussions between the department and KORSCH, they negotiated a 23% discount off the project total. KORSCH was willing to discount the price due to their interest in training graduate students and attendees of the Hands-on Course in Tablet Technology.
