About this file

This document is a Notice of Intent to Certify Sole Source #SS 407 issued by the University of Mississippi (UM). UM anticipates purchasing an Automated Weather Observing System (AWOS) to replace 2 current sensors, visibility/present weather, as a sole source purchase. The AWOS sensors must be matched to UM's current system to maintain FAA compliance and certification. Remote Systems Integration (RSI) is the only authorized dealer of the required AWOS sensors in UM's area. UM is seeking objections to this sole source certification, which must be submitted by December 9, 2024 at 10:00 am Central Time. If UM determines another source exists, the procurement will be submitted to a competitive bid process. If UM confirms RSI is the sole source, they will seek approval from the Public Procurement Review Board to proceed with the sole source purchase.

The cost of the AWOS sensors and installation is reasonable, as UM's current system has reached end-of-life and is no longer reporting correctly, presenting a safety issue. UM has made efforts to obtain the best possible price by working with the sole authorized dealer, RSI, in their area. UM will not be responsible for delays in the delivery of responses, and late submissions will be rejected.

UNIVERSITY OF MISSISSIPPI

Notice of Intent to Certify Sole Source

#SS 407

The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.

Commodity or commodities to be purchased (manufacturer, model, description):

AWOS (Automated Weather Observing System) to replace 2 current sensors, visibility/present weather.

The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of the department:

Must use AWOS sensors matched to our current system to be FAA compliant and FAA certified. If there is another manufacturer used then the system would not be FAA compliant as the AWOS system would not work properly. The vendor is the only authorize dealer in our area.

Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):

Remote Systems Integration Thomas Nichols - 800-261-1774. They are the authorized AWOS dealer in our area.

Why the amount to be expended for the commodity is reasonable:

The cost of the sensor and installation is reasonable considering our current system has reached end-of-life, is no longer reporting correctly and is a safety issue.

Efforts that the agency went through to obtain the best possible price for the commodity:

RSI is the only authorized dealer of this sensor for our system in our area.
