About this file
This is a Statement of Work for the Indian Health Service (IHS) Portland Area Service Units requiring a subscription-based clinical pharmacology information resource. The requirement is for the annual renewal of an existing subscription to Clinical Pharmacology Powered by ClinicalKey (Elsevier), an online database used by pharmacy and medical staff to support medication dosing verification, drug interaction screening, medication safety evaluation, therapeutic decision-making, and medication identification. The contractor must provide continuous web-based access to up-to-date drug information including indications, dosing, contraindications, interactions, and safety considerations for authorized users across multiple Service Units. Market research identified comparable products including UpToDate (Wolters Kluwer Health) and Micromedex (Merative); however, Clinical Pharmacology is specifically formatted to support pharmacist/pharmacy workflows and has been in continuous use for over ten years, making it the preferred solution to avoid workflow disruption.
The base performance period runs from July 10, 2026, through July 9, 2027, with three one-year option years extending through July 9, 2030. Subscription access must be active no later than July 10, 2026, and maintained continuously throughout the period of performance, excluding scheduled maintenance. The contractor must ensure the resource is accessed via a secure web interface, maintain availability with updates to clinical content as new information becomes available, and provide customer support for access or account-related issues. Performance monitoring will be based on verification of uninterrupted access and confirmation that subscription services remain active and available to authorized users. The contractor shall not store, transmit, or access Protected Health Information (PHI) or Personally Identifiable Information (PII), nor require access to Government networks, systems, or facilities. Services will be provided remotely with users accessing the resource from Government-owned devices and internet connectivity at Government healthcare facilities.

Statement of Work
1. BACKGROUND
The Indian Health Service (IHS) Portland Area Service Units require continued access to Clinical Pharmacology Powered by ClinicalKey (Elsevier), an online clinical pharmacology database used by pharmacy and medical staff to support medication dosing verification, drug interaction screening, medication safety evaluation, therapeutic decision-making, and medication identification (“Pill Identifier”). This acquisition is for the annual renewal of an existing and on-going subscription service currently utilized by the Area SU clinics, with no significant or material changes to scope, quantity, scale, or functionality.
Market research was conducted through internet research, reviewing vendor product information, personal knowledge of available drug information systems, and feedback from current/former users. Comparable products identified included UpToDate (Wolters Kluwer Health) and Micromedex (Merative). While these products provide drug reference information, they are separate proprietary systems and therefore do not provide access to the Elsevier Clinical Pharmacology database. Clinical Pharmacology is specifically formatted to support pharmacist/pharmacy workflows. The system has been in continuous use at the SUs for over ten years and continued use preserves efficiency and avoids workflow disruption and uninterrupted access to the established clinical pharmacology reference resource that would be associated with transitioning to an alternative system.
The Clinical Pharmacology database is a proprietary product owned by Elsevier Clinical Solutions and marketed as Clinical Pharmacology Powered by ClinicalKey.
2. SCOPE
The contractor shall provide a subscription-based, web-accessible clinical pharmacology information resource for use by authorized pharmacy and medical staff across Service Units. The subscription shall provide access to current drug and clinical information for clinical reference purposes only. No physical software, equipment, or locally installed applications are required.
The intended outcome is uninterrupted access to reliable clinical pharmacology information to support patient care and clinical decision-making.
3. SPECIFIC TASK OR SPECIFICATIONS
The contractor shall:
Provide continuous subscription access to a web-based clinical pharmacology information resource.
Ensure the resource includes up-to-date drug information, including but not limited to indications, dosing, contraindications, interactions, and safety considerations.
Allow access for authorized users at multiple Service Units.
Maintain availability throughout the period of performance, excluding scheduled maintenance.
Provide updates to clinical content as new information becomes available.
Provide customer support for access or account-related issues.
The subscription shall be for informational use only and shall not result in physical possession of software.
Statement of Work
4. PERFORMANCE MONITORING
The Government will monitor performance through verification of uninterrupted access during the period of performance and confirm that subscription services remain active and available to authorized users. Acceptance will be based on continued availability and access to the resource as specified.
5. SECURITY REQUIREMENTS
The subscription shall be accessed via a secure web interface.
No Protected Health Information (PHI) or Personally Identifiable Information (PII) shall be stored, transmitted, or accessed by the contractor.
The contractor shall not require access to Government networks, systems, or facilities.
6. GOVERNMENT FURNISHED EQUIPMENT (GFE)/GOVERNMENT FURNISHED
INFORMATION (GFI)
No Government-furnished equipment or information will be provided. Users will access the resource using Government-owned devices and internet connectivity.
7. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS
Guidance: Include special considerations the contractor must know, such as environmental conditions or coordination needs.
• IDENTIFICATION OF POSSIBLE FOLLOW-ON WORK
This requirement includes a base year with three option years. Additional follow-on work or renewals may be considered based on continued mission need and availability of funds.
• INSPECTION AND ACCETPANCE CREITERIA
The subscription will be accepted upon confirmation that access is active and available to authorized users for the full period of performance.
• RISK CONTROL
Failure to maintain access to a current clinical pharmacology information resource may increase the risk of medication errors, reduced quality of care, and potential accreditation impacts. Risk is mitigated through timely renewal and continuous access to the subscription service.
8. PLACE OF PERFORMANCE
Services will be provided remotely via web-based access for use at Government healthcare facilities and Service Units.
9. PERIOD OF PERFORMANCE
Base Year: 07/10/2026 - 07/09/2027 Option Year 1: 07/10/2027 - 07/09/2028 Option Year 2: 07/10/2028 - 07/09/2029 Option Year 3: 07/10/2029 - 07/09/2030
10. DELIVERY SCHEDULE
Subscription access shall be active no later than 07/10/2026 and maintained continuously throughout the base year and any exercised option years.
