About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services for a "Fresh from Florida" Grocery Retailer Marketing Program with Winn-Dixie Stores, Inc. The procurement involves promotional advertising services including authorized use of the "Fresh from Florida" logo across Winn-Dixie's weekly circular advertisements, in-store signage and displays identifying Florida products, digital promotions on Winn-Dixie's website and social media platforms, and featured products through Winn-Dixie's online grocery delivery program. The contract will be executed through June 30, 2027. The last day for receipt of information from prospective vendors is September 10, 2026, with the notice posted on August 19, 2026, for a minimum 15 business day advertisement period. No bidder's conference or site visit is mentioned in the documentation.

The estimated contract amount ranges from approximately $75,000 to $100,000. The single source justification is based on Winn-Dixie's proprietary ownership and control of all its retail locations, marketing channels, digital platforms, and online delivery operations, making them the sole vendor capable of planning, publishing, and distributing promotional content through these exclusive channels. The procurement is authorized under Section 570, Florida Statutes, which grants the Department authority to promote agricultural products through advertising via promotions, print, television, and digital media. All promotional use of the "Fresh from Florida" logo must comply with Department rules and be coordinated through authorized partners. The requestor is the Division of Marketing and Development.
