About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Agriculture and Consumer Services' Division of Marketing and Development. The document announces the agency's intent to enter into a single-source agreement with Piggly Wiggly Alabama Distribution Center for promotional advertising services under the "Fresh from Florida" brand. The services requested include sales and business promotion activities, publicity and marketing advisory services, and brand promotion and management services. The contract will run from the date of execution through June 30, 2027. The notice was posted on August 24, 2026, with a deadline for prospective vendors to submit information regarding their ability to supply the requested services by September 15, 2026. No bidders' conference or site visit is mentioned in the documentation.

The estimated contract amount ranges from approximately $35,000 to $60,000. The agency justifies the single-source acquisition by asserting that Piggly Wiggly Alabama Distribution Center is the only known vendor capable of executing the four core promotional activities: planning, printing, and publishing weekly sale flyers featuring the "Fresh from Florida" logo; planning and distributing in-store signage to over 250 stores across six southeastern states; planning and publishing digital content on the retailer's website and social media platforms; and planning and executing in-store samplings and promotional displays. The contract authorization derives from Section 570, Florida Statutes, which authorizes the Department to promote agricultural products through various advertising media. The contact for this procurement is Edward Rondeau at Procurement@FDACS.gov or (850) 617-7181.
