About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services for a promotional sponsorship agreement. The agency seeks sponsorship for the Walmart - Seafood Nutrition Partnership "Fall In Love With Seafood" campaign, which will include development of a custom communications toolkit, social marketing campaigns, and digital marketing campaigns. The requestor is the Division of Marketing and Development. The contract term extends from execution through June 30, 2027. The last day for prospective vendors to submit information regarding their ability to provide these services is August 11, 2026. No bidder's conference or site visit is indicated in the notice.
The estimated contract value ranges from approximately $150,000 to $300,000. The agency has identified Walmart Inc. as the sole intended source, justifying this single-source selection based on Walmart Connect's unique position as the only known entity capable of promoting and advertising within Walmart stores and its access to over 150 million U.S. customers weekly. The procurement is authorized under Section 570.07(20), Florida Statutes, which permits the Department to promote agricultural products through advertising. The contract is contingent upon the agency's written determination, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, in accordance with Rule 60A-1.045, Florida Administrative Code.
