About this file
This is a Notice of Intended Action and Commission Memo from the City of Altamonte Springs, Florida regarding a sole source procurement for wastewater treatment equipment. The City is requesting to waive the formal solicitation process and approve Eutek Systems, Inc. d/b/a Hydro International Wastewater, Inc. as the sole source vendor for the purchase of one Grit SlurryCup and associated parts for the Regional Water Reclamation Facility. The grit slurry cup serves as critical infrastructure to remove grit, sand, and abrasive material from raw wastewater to protect downstream equipment and ensure reliable treatment. The equipment was originally installed in 2016, and Hydro International is the only authorized source in the U.S. for replacement parts, equipment, and certified service technicians. A Notice of Intent to Sole Source was posted on November 11, 2025, with a response deadline of 4:30 p.m. on November 14, 2025, to allow potential competing vendors to submit proposals or alternative solutions. No responses were received during this notification period. The Commission meeting is scheduled for December 2, 2025, for final approval of the sole source designation.
The total contract value is not-to-exceed $150,000, consisting of $110,000 for the Grit SlurryCup and an additional $40,000 for associated parts, repairs, and services. This purchase exceeds the City's formal solicitation threshold of $100,000, requiring Commission approval to waive the competitive bidding process. The City has confirmed that sufficient funds are available in the budget to cover this expenditure. The sole source determination was justified based on the critical nature of the equipment, the existing system's significant wear and inability to contain grit, and Hydro International's exclusive position as the original equipment manufacturer with sole access to authorized parts and service technicians.

SUBJECT: Waive Solicitation and Approve Eutek Systems, Inc. d/b/a Hydro International Wastewater, Inc. as a Sole Source Vendor for the Purchase of One Grit SlurryCup and Associated Parts for the Regional Water Reclamation Facility, SS-26-027-GR
SUMMARY EXPLANATION & BACKGROUND:
The Public Works and Utilities Department submitted a request to waive the formal solicitation process and declare Eutek Systems, Inc. d/b/a Hydro International Wastewater, Inc. as a sole source vendor for the purchase of one Grit SlurryCup and associated parts for the Regional Water Reclamation Facility (RWRF). The cost of the Grit SlurryCup is $110,000 and additional parts, repairs and services will not exceed $40,000, for a total amount not-to-exceed $150,000.
The Grit SlurryCup serves as critical infrastructure to remove grit, sand and abrasive material from the raw wastewater and is necessary to protect downstream equipment and ensure reliable wastewater treatment. The body of the existing slurry cup has experienced significant wear, resulting in its inability to contain grit within the system.
Hydro International Wastewater, Inc. is the sole provider for authorized parts, equipment and service technicians to maintain the system installed in 2016.
On November 11, 2025, the Procurement Division posted a Notice of Intent to Sole Source announcing our solicitation waiver and sole source intent on our solicitation website, VendorLink. Parties had until 4:30 p.m. on Friday, November 14, 2025, to notify the City if they could provide similar goods and services. No responses were received.
Since this purchase will exceed the formal solicitation threshold of $100,000, our procedure requires Commission approval to waive the formal solicitation process and approve the sole source purchase.
FISCAL INFORMATION: Sufficient funds are available in the budget.
RECOMMENDED ACTION: Waive the formal solicitation process and declare Eutek Systems, Inc. d/b/a Hydro International Wastewater, Inc. as a sole source provider for the purchase of one Grit SlurryCup and associated parts, repairs and services for the RWRF for a total not-to-exceed cost of $150,000.
