Building Security Monitoring and Maintenance

This is a Notice of Intent to Enter into a Single Source Purchase issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV). The document pertains to maintenance and monitoring services for the Department's existing security system across Florida Highway Patrol (FHP) troop locations and the Neil Kirkman Building in Tallahassee. The services encompass building security access, fire alarm systems, mail center operations, and high-speed scanning unit maintenance. The contract term runs from July 1, 2026, through June 30, 2028 (two years), with a posting date of February 17, 2026, and a deadline for submission of information by March 10, 2026. The Department anticipates no competitive bidding process, as this is a single source acquisition. The contact for inquiries is Bradley Sloan at the FLHSMV Office of General Services, with an internal tracking number of FLHSMV-SS-012-26.

The estimated total contract value is $450,000 for the entire two-year term, which includes a previous single source contract (SS-002-24) valued at $125,000. The Department intends to contract exclusively with Georgia-Florida Burglar Alarm Co., Inc., located in Thomasville, Georgia. The justification for single source acquisition centers on the vendor's exclusive capability to maintain and monitor the Department's Access It! system, which incorporates RS2 Technologies features. Georgia-Florida Burglar Alarm Co., Inc. possesses the historical knowledge of all system components, wiring, and installations and is the only authorized RS2 Technologies dealer in North Florida and South Georgia. The single source procurement was approved by David Frazier, General Services Operations Manager, and Stephanie Sanford, Procurement Administrator for the Bureau of Purchasing and Contracts.
