About this file
This document is a Questions and Answers (Q&A) summary from the Arizona Department of Agriculture's discussion forum regarding the Salt River Horse Management (SRHH) Request for Proposals (Solicitation No. BPM007016-1). The Q&A addresses clarifications sought by prospective vendors on key contract requirements and operational parameters. The document does not specify response or award dates, but indicates that proposals were due by August 25, 2025, with the solicitation posted on July 28, 2025. The contract requires vendors to develop comprehensive herd management plans, including strategies for horse identification, placement, and adoption. Horses must be adopted "as is" in their natural condition without gelding or spaying prior to transfer to public or private adoptions, rescues, or sanctuaries. A critical component involves implementing permanent identification methods on adopted horses to prevent their sale at public markets or export from the country post-adoption, though AZDA does not mandate a specific identification method and vendors must propose their preferred approach.
The contract explicitly prohibits the collection of fees related to the adoption or placement process; vendors must demonstrate the ability to secure donations and alternative funding sources to cover operational and care costs associated with managing the SRHH. AZDA has not predetermined the target number of horses for removal from the herd, indicating that one primary purpose of the solicitation is to evaluate vendor proposals and management plans to inform future herd management decisions. Additionally, AZDA identified fence boundary gaps along the Beeline Highway between Tonto National Forest and adjacent private property and expressed willingness to coordinate with the U.S. Forest Service on construction of necessary boundary fencing to protect horse welfare and management objectives.

Description: Salt River Horse Management
Questions and Answers from the Discussion Forum
Q - Can you please clarify permanent identification? Using the example of a fire or freeze brand those industry standards require registration with AZDA of an owner. Technically the Salt River horses are unowned, therefore could AZDA give an example of how to apply permanent identification to each horse without assuming ownership prior to transfer?
A - The purpose of the permanent identification is to recognize the horse as a former member of the SRHH in an effort to prevent sale at a public market or export from the country post adoption. The permanent identification does not determine ownership.
Q - Can you please further define "as is"? This contractor would like to have the authority to geld stallions prior to transfer to public/private adoptions or rescues/sanctuaries.
A - For the purposes of this contract, “as is” means the horses are to be adopted in their natural condition, no gelding or spaying of horses will be allowed.
Q - Can you please clarify "no fees shall be collected related to the placement process"? Would AZDA consider a discussion of setting an amount for each horse to offset costs associated with the care of the horse prior to transfer?
A – AZDA is not authorized to collect fees for the adoption of Salt River Horses, this extends to vendor(s) contracted to manage the SRHH. Per terms of the RFP offerors are to demonstrate the ability to raise donations and other funding to cover the cost of managing the SRHH.
Q - During the virtual fence tour, I noticed one area along the Beeline Hwy where there is no USFS TNF boundary fence separating the TNF from private property. Will AZDA coordinate with the USFS TNF so that a fence could be constructed in that area?
A –There are several private properties in the area near the Beeline Highway that do not have a fence delineating the Tonto National Forest and the private property boundaries. AZDA is willing to work with the Tonto National Forest to discuss fencing of any boundaries necessary to protect the health and welfare of the SRHH.
Q - What are all the AZDA approved ways of identification for horses?
A – AZDA does not have an “approved method” of permanently identifying horses removed from the SRHH. The goal of permanent identification is to indicate the horse is a former member of the SRHH. The purpose is an effort to prevent sale at a public market or export from the country post adoption of a former Salt River Horse.
Vendors should propose whichever method they believe is capable of achieving that goal.
Q - Can AZDA give a range of a number of horses they would like to see removed? And if not why?
A – AZDA has not determined what number of horses that should make up the SRHH in the future. One of the purposes of the solicitation is to study the plans presented by the perspective vendors in consideration of future herd management scenarios.
