About this file

This document is a Questions and Answers forum response from the Arizona Department of Agriculture regarding the Salt River Horse Management (SRHH) 2025 contract opportunity (Solicitation No. BPM007016-1). The RFP seeks proposals for comprehensive management services of the Salt River horse herd, with proposals due by August 25, 2025. The contract involves managing wild horse populations within the specified management area, including adoption and placement coordination with public and private entities, rescue organizations, and sanctuaries. Key operational requirements include establishing and maintaining permanent identification for all horses in the program to prevent unauthorized sale or export following adoption, managing herd welfare and health, coordinating with the U.S. Forest Service Tonto National Forest on boundary fencing and land management issues, and conducting virtual and in-person facility tours for bidders to assess the management area.

The Arizona Department of Agriculture has established strict operational parameters for the contract: horses must be adopted in their natural condition without gelding, spaying, or other modifications; no fees may be collected from adopters or placement entities, as AZDA lacks statutory authority to assess adoption fees; and contractors must demonstrate the capability to generate funding through donations and other non-fee revenue sources to sustain SRHH management operations. Permanent identification of horses serves solely to track former herd members post-adoption and does not confer ownership rights. AZDA has indicated willingness to collaborate with the Tonto National Forest to address boundary fencing gaps near private properties along the Beeline Highway to enhance herd containment and animal welfare. Prospective contractors should note that funding mechanisms rely entirely on donations and alternative revenue generation rather than adoption fees.

Description: Salt River Horse Management

Questions and Answers from the Discussion Forum

Q - Can you please clarify permanent identification? Using the example of a fire or freeze brand those industry standards require registration with AZDA of an owner. Technically the Salt River horses are unowned, therefore could AZDA give an example of how to apply permanent identification to each horse without assuming ownership prior to transfer?

A - The purpose of the permanent identification is to recognize the horse as a former member of the SRHH in an effort to prevent sale at a public market or export from the country post adoption. The permanent identification does not determine ownership.

Q - Can you please further define "as is"? This contractor would like to have the authority to geld stallions prior to transfer to public/private adoptions or rescues/sanctuaries.

A - For the purposes of this contract, “as is” means the horses are to be adopted in their natural condition, no gelding or spaying of horses will be allowed.

Q - Can you please clarify "no fees shall be collected related to the placement process"? Would AZDA consider a discussion of setting an amount for each horse to offset costs associated with the care of the horse prior to transfer?

A – AZDA is not authorized to collect fees for the adoption of Salt River Horses, this extends to vendor(s) contracted to manage the SRHH. Per terms of the RFP offerors are to demonstrate the ability to raise donations and other funding to cover the cost of managing the SRHH.

Q - During the virtual fence tour, I noticed one area along the Beeline Hwy where there is no USFS TNF boundary fence separating the TNF from private property. Will AZDA coordinate with the USFS TNF so that a fence could be constructed in that area?

A –There are several private properties in the area near the Beeline Highway that do not have a fence delineating the Tonto National Forest and the private property boundaries. AZDA is willing to work with the Tonto National Forest to discuss fencing of any boundaries necessary to protect the health and welfare of the SRHH.
