About this file

This is an Invitation to Bid (ITB) issued by the State of Ohio Department of Administrative Services, General Services Division, State Printing & Mail Services for a Printing Term Contract (Category 18) for the Ohio Department of Public Safety. The solicitation seeks a contractor to provide approximately 520,000 BMV 1728 Booklet License Plate Envelopes and 80,000 BMV 1729 IRP Booklet Plate Envelopes over a two-year contract period from July 1, 2025 through June 30, 2027, with potential two one-year extensions. Bids are due by April 17, 2025, and can only be submitted online through the OhioBuys procurement portal. The envelopes must meet specific USPO Service Regulations for SM Parcels Expedited, including precise specifications for size (13 1/8" x 7 1/8"), stock (32# White Kraft), flap design, and printing requirements.

The pricing structure requires bidders to quote unit prices for the two envelope types, with the state evaluating bids by multiplying estimated usage by unit price. Delivery requirements include 20 working days for orders up to 150,000 envelopes and 25 working days for larger quantities, with rush orders requiring five-day turnaround. The contractor must maintain shelf stock of 30,000 BMV 1728 and 10,000 BMV 1729 envelopes for expedited orders. Deliveries will be made to OPI Lebanon in Lebanon, OH, and each order requires digital proofing and approval before production. The contractor must also complete an Affirmation and Disclosure Form confirming compliance with executive orders regarding offshore services and data location, with potential contract termination if services are performed outside the United States.
