1.0 PROJECT NARRATIVE

Introduction

This project consists of the design and construction of a new traffic signal and associated roadway improvements at the intersection of State Road 87 (SR 87) and Ray Helms Road (also known as Business

Street) in Santa Rosa County, Florida. The project is located within the vicinity of the Milton Interchange

Park and is intended to improve traffic operations, enhance safety, and accommodate increased vehicular and pedestrian activity associated with ongoing development in the area.

SR 87 serves as a major north-south arterial roadway with a posted speed limit of approximately 45 mph, while Ray Helms Road functions as a minor roadway providing local access. The existing intersection is currently unsignalized and requires control improvements to address turning movements, traffic conflicts, and future traffic demand. This project has been developed in accordance with applicable Florida

Department of Transportation (FDOT) standards and Santa Rosa County requirements.

Background

JTS Capital, LLC purchased the subject property in 2020 to initiate the design and permitting efforts for the Milton Interchange Park (MIP). Progress on the project was subsequently placed on hold due to insufficient sanitary sewer capacity available to serve the site.

In 2021, Santa Rosa County acquired the property and advanced the project by initiating the design of a new wastewater treatment plant (WWTP), to be located at the southeast corner of the proposed industrial park. This improvement was intended to provide the necessary infrastructure to support future development within the MIP.

In 2023, Santa Rosa County further facilitated the project by acquiring the required roadway right-of-way from JTS Capital to establish a connection to State Road 87 (SR 87), thereby allowing development efforts to move forward. Through coordination with the Florida Department of Transportation (FDOT), it was determined that a traffic signal would be required at the proposed access point to ensure safe and efficient traffic operations.

The project is located at the intersection of Ray Helms Road (also known as Business Street) and SR 87 in Santa Rosa County, Florida.

Scope

The proposed improvements include the installation of a fully actuated traffic signal system along with associated roadway, signing, pavement marking, and ITS enhancements. Major elements of the work include:

• Traffic Signalization:

Installation of a new mast arm traffic signal system, including steel mast arms, signal poles, signal heads, pedestrian signals with countdown timers, and a traffic controller cabinet. The system includes vehicle video detection and pedestrian detection equipment to optimize signal operations.

• Intelligent Transportation Systems (ITS):

Integration of advanced technologies including video detection cameras, a high-definition CCTV camera, managed Ethernet switch, wireless communication device, and signal preemption system for emergency response vehicles.

• Electrical and Communication Infrastructure:

Installation of underground conduit, pull boxes, service wiring, and electrical power service to support signal operations and communication systems.

• Roadway Improvements:

Milling and resurfacing of the existing asphalt pavement within the project limits, including friction course placement to improve ride quality and skid resistance.

• Signing and Pavement Markings:

Installation of new regulatory, warning, and guide signs, along with thermoplastic pavement markings, raised pavement markers, and crosswalk markings to clearly define traffic movements and improve visibility.

• Pedestrian Facilities:

Installation of pedestrian signal equipment and associated detection devices to enhance pedestrian safety and accessibility across SR 87.

• Miscellaneous Improvements:

Minor curb, gutter, and sidewalk improvements as required to support signalization and pedestrian features.

All work shall be completed in accordance with FDOT Standard Plans, Standard Specifications, and project-specific details. Maintenance of traffic shall be provided throughout construction to ensure the safe and continuous flow of vehicular and pedestrian traffic.

Introduction Milton Interchange Park is a proposed mixed use commercial and industrial park in Santa Rosa County, containing twenty (20) lots along with supporting infrastructure and common area tracts. The development proposes two (2) vehicular use access points to State Road 87 (SR 87). This will include a right-in/ right-out access directly to SR 87 across from the existing Welcome Church Road and a full maneuver intersection via Ray Helms Road. At the request of FDOT District 3 traffic operations, a study was commissioned to evaluate if any operational improvements are needed at this location. One of the findings of this study was that a traffic signal is warranted at the intersection to accommodate the expected traffic, especially truck traffic expected at the intersection. These recommendations meet the applicability standards as given in the Manual on Intersection Control Evaluation (ICE) for initiating an ICE which will be used to determine the most appropriate intersection control at this location.

Purpose and Need The purpose and need for intersection control at SR 87 and Ray Helms Road is to provide a safe and efficient transportation facility for all roadway users that pass through the intersection. Substantial traffic volumes are expected at this intersection as the industrial park is built out, and based on this an intersection control strategy that better facilitates the intersecting volumes will be needed to maintain safe operations.

Existing Conditions Milton Interchange Park (MIP) is comprised of two owners, Santa Rosa County owns 186.32 acres (lots

10-24 zoned M-1, Industrial) plus the proposed entrance road right of way connecting to SR 87. The second owner, JTS Capital Realty owns 24.12 acres ( Lots 1-9, zoned HCD). Santa Rosa County is planning to start construction of MIP in January 2024. A new WWTP is also being constructed starting in

January 2024. Both projects need to be complete by the end of February 2025 to accommodate construction of major distribution facilities already committed to the MIP. Surrounding uses include the

I-10 right-of-way to the North, residential to the East, airport and residential to the South, and gas station to the West across State Highway 87.

SR 87 at Ray Helms Road is currently an unsignalized intersection consisting of unrestricted movements north and south on SR 87. At this location, SR 87 is a four-lane divided urban minor arterial. There is a dedicated left-turn lane on both the north and south approaches of the intersection.

Ray Helms Road at SR 87 is regulated by a STOP sign and a STOP bar. It is a two-lane undivided roadway.

There are no dedicated turn lanes on either approach of Ray Helms Road.

Figure 1 shows the intersection location for which the ICE is being performed. The red line included on the map shows a potential realignment of Welcome Church Road to tie in to the intersection of SR 87 with

Ray Helms Road. This re-alignment is conceptual at this point, and would require three willing sellers for the right-of-way, coordination with Florida Power and Light, and funding for the new road included in the budget for Santa Rosa County.

Figure 1: Study Location Map

Existing Speeds

The posted speed limit for SR 87 is 45 mph, and the speed limit for Ray Helms Road is 25 mph.

Crash History

Historical crash information for the years 2018 through August 7, 2023, was obtained from Signal Four

Analytics for the un-signalized intersections of SR 87 at Ray Helms Road and SR 87 with Welcome Church

Road. Table 2 is a summary of the documented crash data:

TOTAL COLLISIONS 21 Property Damage Control 15 Injury 6

A review of the crash report narratives revealed that four of the crashes occurred at the Ray Helms intersection, while the remaining 17 occurred at the Welcome Church intersection. More than half of the crashes that occurred were left-turning crashes out of which 36% resulted in injuries to the passengers.

Of the total crashes, one resulted in injuries where one or more people required transportation to a medical facility. This involved a vehicle turning left at the Ray Helms intersection in front of a northbound motorcycle on SR 87.

Traffic Volumes The forecast AADT for SR 87 for the year 2028 was prepared by combining data from the Traffic Impact

Study Report of Milton Interchange Park dated June 12, 2023 (which assumes full-buildout of the industrial park) with projected background volumes on SR 87 using a growth trend based on historical

AADT data from the Florida Traffic Online Website. The total forecast AADT was used along with hourly factors obtained from the FDOT Source Book for the roadway context (C-2) to determine hourly volumes for SR 87.

Signal Warrant Analysis A review of signal warrants was made for the intersection. MUTCD Warrant 1a, Warrant 1b, Warrant 2, and Warrant 3 were met for 100% volume threshold.

ICE

Stage 1 of the ICE process is the screening of intersection control strategies using the Capacity Analysis for Planning of Junctions (CAP-X) and Safety Performance of Intersection Control Evaluation (SPICE) tools. Approved 2020-A-395-00072

If this initial screening does not reveal which strategy is best, more refined analysis is used in Stages 2 and

3 to reach a decision.

Based on Figure A1 of the FDOT Manual on ICE, traffic signal and two lane roundabout alternatives were viable alternatives considering projected traffic volumes. Due to existing right of way constraints, high truck volume and operational characteristics of the intersection, a signalized intersection is recommended per the ICE evaluation. The Stage 1 ICE Worksheet is included in the study appendix.

Traffic signal

Due to the projected turning volumes at the intersection at full buildout, dual left turn lanes will eventually be needed for southbound SR 87 as well as a northbound right turn auxiliary lane. This will necessitate dual receiving lanes for eastbound Ray Helms Road. With these improvements, this strategy should facilitate the traffic demand through the intersection efficiently. For the three-legged intersection the overall volume to capacity ratio with traffic signal control ranks first with the best pedestrian accommodation. The intersection meets MUTCD Warrants 1A, 1B and 2 and 3 for the signal operation requirement. The traffic signal strategy will be advanced as a possible control strategy.

Acknowledging that Welcome Church Road may be re-aligned in the future to come in as the east leg of this intersection, a separate ICE analysis was prepared for a 4-way intersection. In both the three-legged and four-legged ICE analyses the traffic signal alternative outperforms the two-lane roundabout alternative in capacity and pedestrian accommodation.

Two-lane Roundabout

A two- lane roundabout at this location could operate with a volume to capacity ratio below 1, but it will be nearly at capacity in the AM. The roundabout ranks first in the Crash Prediction methodology in SPICE, but it does not accommodate traffic volumes or pedestrians as efficiently as a signal. Existing right of way widths could make it difficult to fit the roundabout in at this location without an acquisition as the inscribed circle for a two-lane roundabout can be up to 200 feet across. For these reasons, the roundabout option will not be advanced as a possible control strategy.

Recommendation It is recommended that the Department proceed with a traffic signal intersection control strategy at the intersection of SR 87 at Ray Helms Road.
