About this file
This document is a Source Qualification Statement (SQS) for the C-5 Control Column Stick Shaker, NSN 1680-00-435-8801, Part Number 4C91001-101B. The SQS outlines the engineering source approval requirements and qualifications needed to repair the stick shaker, which is a critical component that alerts the flight crew of a stall condition. Key requirements include demonstrating experience repairing similar aircraft parts, providing a detailed quality plan and manufacturing plan, performing at least 75% of the repair work in-house, and using approved tooling and processes. The government will not require testing for qualification, and the estimated cost to develop the Source Approval package is $0. The government point of contact for the technical requirements is AFLCMC/WLSEAB at Robins AFB, GA.
The related federal contract opportunity is a Pre-Solicitation for the Repair of the C-5 Control Column Stick Shaker Motor. The government is conducting market research to identify potential qualified sources, and is not intending to award a contract based on this request. Contractors interested in participating should provide documentation demonstrating their capabilities in meeting the requirements outlined in the SQS. Responses are due by the close of business on 31 May 2024 and should be emailed to the specified government points of contact.

SOURCE QUALIFICATION STATEMENT
RMSC C: The part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique engineering skills, and repair knowledge by the qualified source(s) require repair of the part by the approved source(s).
The approved source(s) retain repair knowledge, or technical data that are not economically available to the government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division).

SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION
REQUIREMENT
The C-5 Control Column Stick Shaker is an integral part of warning the flight crew of a stall condition. In the aircraft, when the shaker motor is energized by the aircraft Stallimiter System, the motor rotates an unbalanced internal mass through speed reduction gearing. The angular motion of the shaker housing, in reaction to the rotating unbalanced mass, is translated into a linear, reciprocal movement of the aircraft flight control column, alerting the flight crew to the imminence of stall.
C-5 Control Column Stick Shaker repair requires strict control of processes to ensure adherence to quality control and testing requirements. Special tooling is required for the repair capability, and special equipment is required for testing of the C-5 Control Column Stick Shaker once repaired. Consistent repair processes are needed to ensure that the C-5 Control Column Stick Shaker is repaired and will be operable in the event of a critical in flight emergency.
Failure of the C-5 Control Column Stick Shaker would place the aircraft and crew in an extremely hazardous situation due to loss tactile imminent stall warning. Loss of stall warning has caused in flight emergencies due to an unidentified stall at a critical phase of flight, to include narrowly avoided loss of aircraft. Flight safety histories indicate that aircrew task saturation resulting from component failures dramatically increases the risk of an aircraft mishap if they occur in critical phases of flight. If this failure occurs under these conditions, there is a risk of loss of life and/or aircraft.
SECTION C: QUALIFICATION REQUIREMENTS
Source approval information: Listed below are the minimum requirements necessary to become a qualified bidder on the item in Section A.
a. Potential bidder shall provide a summary of the company’s capabilities, including a detailed factory layout, a list of the machinery, fixtures, tooling and test and inspection equipment.
b. Potential bidder shall demonstrate the ability and have experience repairing similar critical aircraft parts, which are currently in use on a large commercial or military heavy cargo transport aircraft and shall provide the following:
1. Contract Number
2. Procuring Agency
3. Contract Value
4. Number of assets shipped
5. Summary explanation of why part is similar to include drawings or pictures from various angles
c. Potential bidder shall provide a detailed quality plan implementing ISO 9001 (or equivalent). Evidence of independent, 3rd party certification that the quality program satisfies ISO 9001 requirements may be submitted in lieu of the actual quality plan.
d. Potential bidder shall provide a detailed manufacturing plan describing manufacturing and inspection and shall provide for:
1. Traceability of batch/lot for any raw materials required in the repair, heat treatment and all test/inspections of them.
2. Identification of material, plating, and painting sources. Sources for raw materials must be documented for each type of material called for in the assembly. No material, plating, or painting waivers will be granted.
3. Identification of source for special tooling identified in TO 5F19-6-3 Table 2-1.
4. Identification of any requested alternate tooling/test equipment for evaluation of suitability, to include specifications, drawings and/or specification sheets as applicable and written justification of why the tooling/test equipment meets or exceeds the capabilities of the tooling within the USAF overhaul manual.
5. Identification of any processed where the potential bidder wishes to deviate from the USAF overhaul manual with detailed written justification detailing why the alternate process is equivalent or superior to those within the USAF overhaul manual.
6. Identification of sources for outsourced processes shall be documented.
e. Potential bidder shall perform more than 75% of the repair workload in-house.
f. A sub-vendor qualification and quality assurance process to ensure conformance to specifications on work performed by subcontractors.
g. This qualification process shall be waived for the companies listed below who are already qualified:
Thomas Instruments (CAGE 5H860) Safe Flight Instrument, LLC (CAGE 83326)
h. The Air Force may not qualify potential bidders who have had quality problems when delivering similar or identical items to the government. Potential bidders who have produced similar items for the commercial market shall also be considered for qualification and shall provide commercial brochures and at least five (5) references with phone numbers
SECTION D: ESTIMATE OF THE TEST AND EVALUATION COSTS
No testing will be required for qualification. Development of a Source Approval package estimated cost is $0.
SECTION E: GOVERNMENT CONTRACT
The Government Point of Contact for the technical requirements specified for qualification is AFLCMC/WLSEAB, 235 Byron Street Suite 19A, Robins AFB, GA 31098.
