SITE ACCESS, USE AND STORAGE 01 14 13 - 3

C. The approved plans become part of the project. Both must be signed by the Contractor and the Government. A copy must be kept on site by the Contractor.

1.5 SECURING OF FACILITIES (SITE SECURITY PLAN)

A. Existing recreation facilities and areas not open to the public within the Project Limits shall be secured during performance of the Work for the protection and safety of the public. All closed routes shall be signed, and securely barricaded. Provide adequate signage with clearly-lettered, professional-appearing signs at all roads, docks and floats, and access points that can be read at a distance of 100 feet. Coordinate and receive approval from the CO for securing the site from the public in the form of a Site Security Plan.

B. The Contractor shall take all necessary precautions for the protection of the Work and the safety of the public. All signs, signals, and barricades shall conform to the requirements of Subpart G, Part 1926, of the OSHA Safety and Health Standards for Construction.

1.6 CONTRACTOR'S ACCESS, WORK AND STORAGE AREAS (SITE USAGE AND

OPERATIONS PLAN)

A. Coordinate and receive approval for access to the Project and storage of materials with the CO prior to beginning Work in the form of the Site Usage and Operations Plan. Minimize impacts and damage to the existing natural environment (BMP 12.8; 12.9; National BMP Road-9; Fac-2).

B. Water access to the site is available at the USFS El Cap dock and float facility. Coordinate use of the area with the CO and as submitted in Site Usage and Operations Plan.

C. Limit access, work and storage to areas as indicated on the Drawings or as approved by the CO. Make provisions to minimize disturbance within these areas including, but not limited to, the use of mats, boards, cribbing, and other materials and techniques that minimize damage to existing recreation facilities and the natural environment, including existing grade, soils and vegetation and tree roots. Should the Contractor require additional area(s) for work or storage, these areas need to be identified on the Site Usage and Operations Plan for CO approval prior to mobilization, and supported by reasoning of need and mitigation. The request will not necessarily be granted and will be made by the CO.

D. Coordinate all Work within Site Usage and Operations Plan to minimize impacts to existing vegetation to remain, the adjacent marine environment, and wildlife in the area.

E. For land-based motorized equipment, use appropriately scaled/sized excavators, track haulers and other equipment for work that minimize disturbance to the existing landscape, roads, facilities, and existing recreation facilities. Describe the type and size of equipment, how the equipment will be used, what mitigation measures will be

SITE ACCESS, USE AND STORAGE 01 14 13 - 4

followed to minimize adverse effects, how the equipment will be moved to and from the work areas, and other considerations in the Site Usage and Operations Plan.

F. Contractors are cautioned that the existing Forest Service Road 15 (FSR-15) that accesses the Project and roadways connecting to FSR-15 are single lane gravel roads. Construction equipment and materials may subject the roadway to weight loads it is not designed to support. This is especially critical during periods of excessive moisture. This may require appropriate selection and scheduling of equipment and materials to minimize impacts to roadways and adjacent facilities. Any roadway damage resulting from operations will be corrected by the Contractor at Contractor's expense.

G. Replace petroleum-based hydraulic fluid in all heavy equipment and bar oil in chainsaws with vegetable-based oil (biobased oil) to protect water quality while working adjacent to and within karst topography. (BMPs 12.8 and 12.9).

H. The use of helicopters in the project area is allowed. Include in Site Usage and Operations Plan any landing zones, refueling areas, or other areas impacted by helicopter use prior to beginning operations.

I. Refuel all gas-powered equipment including helicopters a distance of at least 150 feet from waterbodies. Include equipment refueling plan as part of Site Usage and Operations Plan.

(BMP 12.8; 12.9; National BMP Road-10).

J. The Contractor shall limit the storage of hazardous materials on the Project site. Protect hazardous materials from spills and potential impacts to the existing landscape and waterbodies. Do not store materials within sensitive areas or areas to be protected. Detail storage of hazardous materials in the Site Usage and Operations Plan and include a Hazardous Materials Control Plan (HMCP) based on the types of hazardous materials/chemicals anticipated. Consult the Materials Safety Data Sheet and product label for information on use, hazards, and safe handling procedures for chemical products under consideration for use. Store chemicals/hazardous materials away from waterbodies (National BMP Chem-1; Chem-3; Road-10). Meet the requirements of 40 CFR 112 (Oil Pollution Prevention) for fuel storage. Meet the requirements of 33 CFR 150 and 33 CFR 154 for facilities transferring oil or hazardous materials in bulk.

K. The Contractor shall make its own arrangements for any off-site storage or shop areas necessary for the proper execution of the Work. Should the Contractor find it necessary to use any additional land for staging or storing equipment or materials for other purposes during the construction of the Work, it shall provide for the use of such lands at its own expense and approval of land manager. The use of off-site storage or shop areas does not include National Forest lands beyond those identified as the Project area.

L. Do not allow materials or equipment to enter the adjacent saltwater, streams, areas of known contaminated soils, or other sensitive areas. Minimize impacts to sensitive areas and vegetation adjacent to the Work. Coordinate and receive approval from CO and permitting agencies for the timing and methods of all Work that may impact sensitive areas.

SITE ACCESS, USE AND STORAGE 01 14 13 - 5

M. Do not stockpile materials, or store or operate equipment in areas outside of the access, work, and storage areas as listed in the Site Usage and Operations Plan.

N. Upon completion of construction and clean-up and removal of materials, equipment and related items from the area, the CO will inspect all access, work, and storage areas.

Restore all areas impacted by access, work, and storage areas to the satisfaction of the CO prior to demobilization and as indicated in the Site Restoration Plan.

1.7 CONTRACTORS WORK CAMP AREA

A. The USFS Admin Cabin may be used by the Contractor with CO approval. Available use is outside the cave guide season from Memorial Day to Labor Day. The Contractor must coordinate with the Government for approval of use, booking, and key pick up. The Contractor shall clean and restore the building, site, and facilities impacted by Contractor use to the satisfaction of the CO.

B. A Contractor owned barge or other water-based Work Camp or bunk house can be located at the USFS public dock and float. Obtain permission of CO for location and related logistics. The Contractor shall clean and restore the dock and float, site, and facilities impacted by Contractor use to the satisfaction of the CO.

C. A land-based Work Camp can be located along the existing gravel loop road and is contingent on the following requirements:

1. For any land-based work camp location, obtain permission of CO for location, facilities to be included, and footprint (limit of disturbance) of Work Camp.

2. Impacts from the land-based Work Camp shall be minimized to the existing site.

3. The site shall be restored and all land-based camp facilities removed to the satisfaction of the CO.

D. Handwashing and other potable water facilities are not available on site. Meet State of Alaska drinking water regulations 18 AAC 80 regarding potable water supplies for drinking and washing.

E. Toilet facilities are presently available at the site; however, the Contractor shall provide temporary toilet facilities at the site during construction work. Comply with State of Alaska wastewater disposal regulations 18 AAC 72 for domestic sewage. Do not use, or make available for public use, toilet facilities installed as part of Work until installation is inspected, Work is accepted by the Government, and public use is authorized.

F. Ensure that the design, operation, and maintenance of all solid waste systems are protected from bears and other wildlife and meet all Federal, State, and local requirements.

Meet State of Alaska solid waste management regulations (18 AAC 60) and Federal regulations contained in 40 CFR 243, 40 CFR 245, 40 CFR 257, and 40 CFR 258. Remove solid wastes and/or residues and dispose of in approved commercial landfills.

SITE ACCESS, USE AND STORAGE 01 14 13 - 6

G. The area may be visited by black bears. Bears may be attracted by activity and food and become habituated to humans and learn to associate them with food. Do not allow bears or other wildlife access to human food, garbage, or other attractants. Store food in bear-proof containers or hang at least 12 feet above ground if working from a camp. Do not leave food scraps at any time in camp or within Project area.

1.8 QUARRY PLAN

A. The existing Government managed quarry located approximately ¼ mile to the east of Project area on FSR-15 may be used for quarrying and obtaining aggregate materials, if desired by Contractor and the quarry plan is approved by CO.

B. The royalties for material obtained from this quarry used on Project will be waived. Materials blasted and not used will remain property of the Government. All related quarry Work including clean-up is at the expense of the Contractor including any required permits or monitoring.

C. The quarry plan and activities must comply with Forest Service Manual (FSM) 6745, Explosives and Blasting Material and meet specifications as outlined in FHWA Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) and be approved by CO prior to beginning quarry related Work.

D. Limit of work within Government managed quarry on FSR-15:
