Questions and Answers
EL Cap Recreation Improvements Project
Solicitation: 1240BJ24R0012
1. For the invasive species plan: would the USFS be open to disposing of this material by digging deep into the rock pit floor and covering with overburden and then capping with rock. I have read the specs on this I'm just curious if the USFS would be open to other less costly options.
Please see response to Question #13.
2. In the event of running out of room for waste in the rock pit, could we dispose of overburden off the east end of the project.
Please provide a location on the plans where you are proposing the disposal of overburden.
3. Clarify note 5 on sheet L7. It appears that the only thing to be removed is the concrete pad.
There’s a picnic table and fire ring there. See picture 3 on sheet L5 for reference.
4. What is the other contractor’s timeline with the use of the rock pit for the cabin and spur road parking lot.
Mid-June for the cabin and we have not received a schedule from road contractor yet. However, it is likely they will both develop rock together as they are aware of the mid-June timeline by cabin contractor.
5. is the contractor building the new cabin planning to use the admin cabin for housing. Is there a potential conflict with the other contractor after Labor Day of this year if we plan to use this facility for housing.
They have no plans to use the admin cabin as their current schedule has them done and mobbed out by end of August.
6. Is the USFS wanting a third-party quality control person on site at all times of work, I know that this is a large added cost, or can the contractor fulfill the quality control duties required. Excepting special testing requirements such as concrete testing
Contractor can fulfill quality control duties required. Third party quality control is not mandatory.
7. Is the 8" pipe on the spur road included in this contract or the spur road contract.
The 8" pipe on the spur road is included in this contract.
8. on sheet L8 the note that states, Place 745 sq ft of 12" depth planting soil and reseed etc... If option 2 is not chosen, install 3880 sq ft etc.... is this to mean that we place 12" of soil in the areas of option 2, if it is not chosen. I wonder if this should be a separate option or line item so that cost can be separated out?
That note is part of Option 1 and not in contract.
9. plans show only 87 LF of 18" CPP. Where is the 222 LF that the schedule of items shows for the base bid?
Plans are correct, 222 LF is wrong. Please omit that quantity and bid on 87 LF of 18” CPP.
10. Is bio-based oil required for equipment on this project
It is not required.
11. would a bolt on sacrificial anode cathodic protection system be allowed for this project, instead of a weld on system
Yes, a bolt on sacrificial anode will be acceptable.
12. The bid sheet under option item #3 -O3.04 - states to remove timber decking and replace with non-slip timber decking. and on the finger float O3.12 it asks for non-slip composite/lumber decking. in the specs it has specs for FRP fiberglass decking. What is the product that will be used to replace the decking on the docks?
The contractor can use either Timber Deck as currently exists on the dock, or composite decking. A submittal will need to be provided by the awarded Contractor.
13. The specs say that 4" of the invasive sites is to be placed in plastic bags to be hauled off. This can be done but is very time-consuming and very expensive. We would like to propose that this can be loaded in trucks and tarped to be hauled to its final destination? We do have the concern that if we bid on this to bag the material, our competitors will bid on this to just haul off without bagging and have a cost advantage in the bid, so we do want this to be clarified either way. It will save a lot of money to tarp the material for hauling.
Bagging will not be required. Within limits of excavation at Bishops Weed Patch #1 (see BW1 noted in red font), remove plants and top 8” of soil and roots. Contain securely and transport excavated materials to location of Bishops Weed Patch #2 located near Option Item 1 area (see BW2 noted in blue font). Deposit excavated materials on top of BW2.
Once all bishops weed has been excavated from BW1 and dumped on BW2, move all tools and equipment used during this process to the BW2 location. Thoroughly clean tools and equipment by scraping off dirt, plant materials, and roots to the greatest extent practicable.
Materials cleaned from equipment shall be gathered and added to the BW2 location, including any that fell from equipment between BW1 and BW2 locations. With tools and equipment still at BW2 site, rinse off remaining organics and soil using a portable sprayer, backpack pump, or similar.
Tarp the BW2 site with 6 mil black plastic sized to allow 1’ min of tarp to lay flat against undisturbed ground on all sides of freshly deposited material. Securely anchor edges to prevent tarp from lifting and plant materials from being scattered by wind.
Do not remove Bishops Weed present outside the limits of excavation. Fill material may be allowed to cover unexcavated BW within limits of work.
14. The specs call for the swppp be prepared and stamped by a PE. We have swppp officers that write swppp's often, but they will not meet this requirement. Will this be a requirement for this contract.
The following are the current requirements per the 2021 State of Alaska Construction General Permit (Permit # AKR100000):
Total disturbed acreage for this project appears to be within the “1 to <5 acres” category.
15. 06.13.33-2.1A-2 Requires creosote treatment of all timbers for the dock work. Our lumber supplier is advising that creosote is no longer available as a treatment option. Please advise with alternative treatment requirements.
a. Pressure treated .60 ACZA timber finish will meet the requirement.
16. 03.04 - Dock - Main Decking - specifies the use of "non-slip timber decking" - I can't find a specification for this. Is this something other than an S4S deck board?
a. Pressure treated .60 ACZA timber finish will meet the requirement.
17. 03.06 Floatation Modules - What size floatation modules are required?
a. Flotation Modules are similar for both Main Dock and Finger Docks as being Styrofoam (20"x10.5") as depicted on provided dock drawings, "El Capitan Dock Drawings 20240411 ec", G-03 Cross Sections. The contractor is able to utilized a different size of float size so long as it meets a weight and buoyance and a submittal is provided.
18. 03.12 - Finger Dock - Is the replacement dock supposed to be in kind?
a. Finger Dock work items were included in Task Items 2.08-2.11 and can be reference on the SOI for Dock work identified under the element "Finger Dock" (attachment was added for Contractor's reference)
