About this file
This First Article Requirements document details specifications for a Multipurpose Display (MPD) Control Panel Assembly for the F-15E aircraft. The document requires the contractor to produce 2 first article units that will be part of the production quantity, with testing and inspection focused on visual and mechanical examination of the control panel assembly. The first articles must be manufactured at the same facilities where production items will be made, and are subject to contractor testing with potential government witness and verification testing.
Key requirements include a 270-calendar day delivery timeline from the contract date, with a test plan and test report mandatory. The government will have 110 days to approve or disapprove the first articles. First articles are required from vendors who have not successfully manufactured similar products in the past 36 months or have Product Quality Deficiency Reports filed against them. The cognizant engineering organization responsible for approving the first articles is the 409 SCMS/GU E A, with a contact named Scott B and phone number 478-926-5922.
