PART I - THE SCHEDULE

SECTION B

SUPPLIES OR SERVICES AND PRICES/COSTS

Quantity: The quantities represented in the Schedule represent the Government's Best Estimated

Quantities (BEQs) based on actual history and projected requirements. These BEQs do not represent a minimum or a maximum quantity. Failure of the Government to order the BEQ shall not entitle the contractor to an equitable adjustment in price under the contract.

Note 1: The Government intends to award a single Indefinite Delivery/Requirements Contract for the supplies specified herein. The total period of performance for the contract will not exceed five (5) years.

The resultant contract will have one (1) 12‐month basic ordering period, and four (4) twelve‐month ordering periods.

Note 2: Estimated contract value is determined based on the BEQ under each ordering period, extended by the applicable unit price for that period. For purposes of proposal submission and evaluation, supporting documentation will be provided for the BEQ for each ordering period and will follow the parameters set forth in FAR 15.403‐5(b)(2) unless stated to be otherwise made available upon request.

Note 3: Contractor is requested to include the following with their proposal as applicable in order to expedite processing time upon proposal receipt:

‐Cost models in Excel with live formulas ‐Actual costs from the last three years or last three completed lots ‐Actual rate history from the last three years ‐Subcontract proposals/supporting data/cost‐price analysis reports

Note 4: Cost Model Request‐ Contractor shall submit a working Cost Model in Excel by ordering period, by cost element, that links each Work Breakdown Structure (WBS) to the applicable CLIN with a total summary by cost element for each year, and a total summary for all years by cost element. This Excel cost model shall include all formulas necessary to calculate the various elements of costs shown, e.g., appropriate bases, rates, and amounts. All information supporting each CLIN should be visible and verifiable in the Excel Model.

Materials‐ If providing a Consolidated Bill of Material (CBOM), the cost model should include all vendors/suppliers/subcontractors and should be sortable by vendor. The Government requests this same information be provided by/flow down to your subcontractors and Interdivisional Work Orders

(IWO).

Labor‐ The contractor shall provide a labor hour matrix by WBS/Task ID/Year/CLIN to include skill disciplines in Excel with live formulas.

Note 5: Transportation of items delivered hereunder shall be in accordance with DD Form 1653 attached to each delivery order issued hereunder.

Note 6: Items delivered hereunder shall be packaged in accordance with AFMC Form 158 attached to each delivery order issued hereunder.

SECTION F

DELIVERIES OR PERFORMANCE

52.211-8 TIME OF DELIVERY (JUN 1997)

(IAW FAR 11.404(a)(2))

(a) The Government requires delivery to be made according to the following schedule:

DELIVERY FOR EACH ITEM IS ANNOTATED IN THE SCHEDULE (PART I SECTION B) UNDER EACH LINE ITEM.

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

ANNOTATE YOUR PROPOSED DELIVERY, IF ANY, UNDER THE GOVERNMENT’S DELIVERY SET FORTH UNDER EACH ITEM IN THE

SCHEDULE.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

(Applicable when the Government desires delivery by a certain time but requires delivery by a specified later time, and the delivery schedule is to be based on the date of the contract)
