1) and Advanced Digital Antenna Production (ADAP) as described below.
The GAS-1 system consists of a Controlled Reception Pattern Antenna (CRPA) unit and its associated Antenna Electronics (AE) unit. The Ground Plane Assembly (GPA) combines the CRPA and AE with a Ground Plane Enclosure (GPE) for mounting the system on the mast of ships. The Ground Plane Assembly comes with or without Fiber Optic Antenna Link (FOAL). The Portable Test Set provides a system troubleshooting and diagnostics capability. 1.1 Objective
The objective of this contract is to provide production and sustainment (P&S) support for both the GAS-1 and ADAP systems. This effort accomplishes combining two previous stand-alone contracts to support two functionally similar systems and programs through the OEM. The Period of Performance (PoP) for this contract will be a one year basic plus nine one-year ordering periods.
1.2 Benefit to the Government
This Air Force Life Cycle Management Center’s (AFLCMC/WNY) Positioning, Navigation, and Timing (PNT) - Program Office (PNT-PO), formerly the Joint Service System Management Office (JSSMO), is the organization responsible for centralized program management and oversight of GAS-1/ADAP contracts. This P&S contract will maintain life-cycle support to the warfighters and reduce life-cycle cost. Also, by pursuing a potential ten-year contract, vice a five year effort, the the Government is able to stabilize program management and contracting resources required both for PNT-PO as well as the contractor, RSL, who in turn can reduce risk and pass along cost savings to the warfighter.
PR: FD2060-19-33011 6
1.3 Program Background
The NAVSTAR GPS Program is a space-based radio positioning navigation system providing extremely accurate three-dimensional position, velocity, and time (PVT) to properly equipped users anywhere on or near the earth. The GPS program is guided by Program Management Directive (PMD) 4075 (39) dated 05 Aug 2004. The Joint Requirements Oversight Council (JROC) validated the Mission Need Statement (MNS) for Protection and Prevention of Spaced-Based GPS on 12 March 1996. The MNS identified the need to prevent U.S. adversaries’ use of satellite navigation technology, as well as to protect the GPS signal for U.S. and allied forces.
The GAS-1 system was a follow-on acquisition to the Antenna Electronics-1 (AE-1) and Controlled Reception Pattern Antenna-2 (CRPA-2) contracts with E-Systems. GAS-1 is form, fit, function, and backward compatible with the existing AE-1, CRPA-2 and GPS User Equipment. The GAS-1 Antenna Electronics provides Anti-Jam (AJ) capability to “null” out noise sources through null steering of the signal reception of individual elements in the GAS-1 antenna. The GAS-1 system was specifically oriented to satisfy that requirement by incorporating low risk, non-developmental item (NDI) technology.
Advanced Digital Antenna Production (ADAP) is an NDI follow-on upgrade to GAS-1. The main difference between the GAS-1 (analog) and the ADAP (digital) configuration is the AE Line Replaceable Unit (LRU). The ADAP LRU is an evolutionary upgrade that utilizes digital processing to access both L1 and L2 frequency bands simultaneously to ensure continued and uninterrupted availability of the GPS signal. The advanced digital AJ processing, also known as nulling, is used to mitigate the effects of multiple jamming sources and/or interference waveforms (including repeater jammers) in a highly contested interference environment.
GAS-1 for aircraft is composed of two individual Line Replaceable Units (LRU’s); (1) an AE and (2) a CRPA. GAS-1 Ground Plane Assembly (GPA) for ships is composed of three individual LRU’s; (1) an analog AE, (2) a CRPA, and (3) a Ground Plane Enclosure (GPE). The GPA can be ordered with or without a Fiber Optic Antenna Link (FOAL).
When all three LRUs are integrated, it is referred to as GAS-1 GPA.
When the digital version of the AE is used, the assembly is referred to as ADAP. ADAP for aircraft is composed of two individual Line Replaceable Units (LRU’s); (1) a digital AE, and (2) a CRPA . ADAP GPA for ships is composed of three individual LRU’s; (1) a digital AE, (2) a CRPA, and (3) a GPE. The GPA can be ordered with or without a Fiber Optic Antenna Link (FOAL). When all three LRUs are integrated, it is referred to as ADAP GPA
1.4 Maintenance Concept
The GAS-1/ADAP maintenance concept is on-equipment removal and replacement of the LRU. Transitioning to partial organic repair for the ADAP GPA and GPA with FOAL.
