About this file
This is a Request for Proposal (RFP) for the procurement of nozzle turbine aircraft components, issued by DLA Weapons Support at Oklahoma City on November 5, 2026, with solicitation number SPRTA1-27-R-0057. The solicitation closes on December 7, 2026 at 4:00 PM. The procurement involves supplying turbine nozzle assemblies (NSN 2840-01-289-8529 PR, manufacturer part numbers 9525M21 and 9525M21G02) that direct gaspath airflow onto Stage 2 LPT blades and provide mounting flanges for Stage 1 LPT nozzle assemblies. These are critical safety items requiring unique item identification, with serial numbers required and bag/tag marking as the only authorized IUID method. Offerors must be approved sources and export control certified to receive technical drawings.
The contract utilizes a firm fixed-price structure with a 120-day price hold requirement and is rated under the Defense Priorities and Allocations System (DPAS). The procurement includes two bidding options: Bid A requires first article approval (1 expendable unit and 2 non-expendable units with 180-calendar-day delivery to FY2303), while Bid B waives first article requirements for qualified vendors. Production quantities range from 2 to 12 units with delivery required by April 26, 2027 to DLA Distribution Depot Oklahoma (F.O.B. Origin). The Government will conduct contract quality assurance inspections at origin, with higher-level requirements including ISO 9001:2000, AS 9100, and NATO AQAP2070 standards. A $5,000 Government testing cost factor applies to first article evaluation for each bidding option. The contract includes comprehensive federal clauses addressing cybersecurity (CMMC Level 2 self-assessment required), export control, Buy American compliance, and various compliance and ethical certifications.

SECTION I
CONTRACT CLAUSES
5352.201-9101 OMBUDSMAN (JUN 2023)
(IAW DAFFARS 5301.9103)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as a source of concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employeeemployer actions, contests of OMB Circular A76 competition performance decisions).
(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION – AOCA’s CA/ombudsman can be reached at 3855911672, facsimile (405) 7348129. Complaints which cannot be resolved shall be forwarded to the HQ through J72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
Such inquiries shall be directed at the contracting officer.
