LPF-QAR-003: LPFR Quality Assurance Requirements for First Article Test Plans & Reports
This document is a U.S. Air Force quality assurance specification establishing mandatory requirements for the preparation and testing of first article test plans and reports for F100 engine parts under federal contracts. The specification applies to all first articles and production articles, requiring comprehensive testing to verify dimensional conformance, material properties, and compliance with engineering specifications and standards. Testing requirements include dimensional inspection (100% measurement of all dimensions with tabular reporting), nondestructive inspections (FPI, ultrasonic, eddy current, x-ray, and visual inspections), and material properties testing (mechanical, metallurgical, and chemical analysis). All tooling and gaging must maintain NIST-traceable calibrations per ISO 10012-1, and inspection results must be documented in detailed tables showing measured features, tolerances, actual readings, and instrument serial numbers.
Contractors must submit a First Article Test Plan (FATP) to the Contracting Officer prior to testing and a comprehensive First Article Test Report (FATR) upon completion, including all laboratory test results from contractor facilities and sub-vendors. All first articles must be serialized and receive 100% inspection with no sampling allowed. Visual inspections must reference applicable Pratt & Whitney Visual Inspection Standards with photographic documentation where required. Material testing must include composition, heat treat conditions, metallurgical microanalysis with photomicrographs, and mechanical testing per specifications. Contractors must use previously identified subcontractors and sources approved by OC-ALC/LPFR for laboratory testing, with OEM approval required for any alternate sources. Engineering Instructions take precedence over all other technical instructions. When required by contract, one tested article marked "UNSERVICEABLE - Condition Code R" shall be delivered with the FATR, with remaining articles handled per contract requirements.
