The amendment updates the Performance Work Statement, extends the proposal due date from October 9, 2024 to December 19, 2024, and revises the CLIN structure.

The solicitation is for a firm-fixed-price indefinite quantity contract with a 12-month base period and two 12-month option periods, with potential for a 6-month extension under FAR 52.217-8. The CLIN structure is modified to separate HELLFIRE and JAGM support, with new CLINs 0005AA (Base HMD Sustainment - HELLFIRE), 0006AA/AB (Option Year 1 - HELLFIRE/JAGM), and 0007AA/AB (Option Year 2 - HELLFIRE/JAGM). Inspection and acceptance will be at origin with monthly signed Certificates of Completion. The government intends to award the base period and reserves the right to award Option Year 1 concurrently, contingent on funding availability and contractor notification.

Lockheed Martin Corporation / Defense Logistics Agency (DLA) Captain’s Of Industry (COI) SPE4AX-22-D-9000

Subsumable SPRRA2-22-D-0011

The HELLFIRE Family of Missiles includes the HELLFIRE II (HFII) and Longbow HELLFIRE Missiles. 1.0 General

This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 This PWS identifies the tasks to be performed by the Contractor to sustain operations of the HELLFIRE Missile Depot (HMD) Government Owned Government Operated (GOGO) facility, Letterkenny Army Depot (LEAD), located in Chambersburg, PA.

1.2 The goal of the tasks is to leverage original equipment manufacturer (OEM) expertise and over twenty years of experience operating the HMD for the organic industrial base (OIB). The Government seeks ongoing training of the OIB workforce, OIB workflow processes, and OIB spare parts sourcing for the HELLFIRE and JAGM systems organic repair facility.

1.3 Quality Control Plan (QCP): Quality Control is the responsibility of the Contractor. The Contractor shall develop and maintain a QCP to ensure services are performed in accordance with (IAW) this PWS.

The QCP is how the Contractor validates the work performed conforms to contract requirements. The basic principle of the plan is that the Contractor is responsible for quality control. The Contractor shall develop and implement procedures to identify, prevent substandard services, and maintain standards.

The Contractor’s Proposed draft QCP shall be submitted to the Contracting Officer (KO) through the Contracting Officer’s Representative (COR) for review within 30 business Days After Contract Award (DACA). A final QCP will be submitted to the KO through the COR within 60 business DACA.

The Government will review and either notify the Contractor in writing of acceptance of the plan or return their comments to the Contractor within (10 days). If the Government has provided comments, COI SPE4AX-22-D-9000 SUBSUMABLE SPRRA2-22-D-0011 the Contractor shall then have (10 days) to submit a Final QCP. After receipt of the Final QCP, the Contractor may receive the Contracting Officer’s acceptance in writing. Any proposed changes to the accepted QCP are required to be resubmitted for acceptance by the Contracting Officer no later than (5 days) prior to the anticipated change and before implementation by the Contractor. The timeline noted above will apply for review and acceptance for proposed changes. At a minimum, the QCP must include and answer the following to be acceptable:

(a) A chart showing the organizational structure and lines of authority, the names, qualifications, duties, responsibilities, and classification of each member of the Contractor's Quality Control Team;

(b) How the Contractor will monitor work to ensure performance complies with all deliverables (etc.

(d) How the Contractor will monitor and ensure LM staff qualifications remain current and valid;

1.4 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). Each HLO may have several statements to flesh out the areas necessary to meet the objective.
