2.5 Small Business Support Requirements
Per the BBCOI Contract, the Contractor is required to achieve the small business goals as stated in the annual individual small business subcontracting plan for V-22 Support. These goals shall apply to the V-22 Support. If the Contractor does not meet the overall small business goal under V-22 Support, there will be a decrement applied to the total amount that should be subcontracted to small business under V-22 Support, as stated in the annual individual small business subcontracting plan for V-22 Support (See below for examples) . The decrements shall be applied as a de-obligation on the current year’s period of performance for the V-22 at the time of annual reconciliation. See below for example.
Note: The small business subcontracting goals are stated in the individual annual corporate subcontracting plan released by the Contractor for V-22 Support. The Contractor is required to allocate an agreed upon percentage of total subcontracting dollars to small business. For example, if the small business goals under the individual subcontracting plan state a total overall goal of 65% of subcontracted dollars going to small business, the Contractor is required under the V-22 Support to achieve 100% of the small business goal. See table below for goals and decrements.
Percentage of Small Business Goal Achieved Percentage Decremented
99.99-95% 1%
94.99-90% 2%
89.99-85% 3%
84.99-80% 4%
79.99% and below 5%
Note: Percentage Decremented to be negotiated at a later date, numbers are for example purposes.
A decrement will only be applied if the Contractor achieves a goal of 99.99% or less of the small business goals under the subcontracting goal. Any decrement shall be applied against the small business amount required to meet the goal under the subcontracting plan.
Note: The Procurement Center Representative (PCR) shall be involved at the time of negotiations regarding small business goals and evaluation of small business participation.
Example 1:
If the total annual subcontracted dollars are $1,000,000.00 and the overall small business goal is 65%, the total amount required to be subcontracted to small business is $650,000.00 for the year. If the Contractor subcontracted at least $650,000.00 or more to small business, no decrement shall be applied
Example 2:
If, however, the Contractor achieves 94.21% of subcontracting goal, the decrements shall be applied as follows: If the total annual subcontracted dollars are $1,000,000.00 and the overall small business goal is 65%, the total amount required to be subcontracted to small business is $650,000.00 for the year. If the Contractor subcontracts $612,365.00 to small business ($612,365.00 actuals /$650,000.00 required = 94.21%), then the Contractor shall be decremented by 2%:
$650,000.00 x 2% = $13,000.00 owed to the Government at the time of reconciliation.
Example 3:
If, however, the Contractor achieves 73.23% of subcontracting goal, the decrements shall be applied as follows: If the total annual subcontracted dollars is $1,000,000.00 and the overall small business goal is 65%, the total amount required to be subcontracted to small business is $650,000.00 for the year. If the Contractor subcontracts $475,995.00 to small business ($475,995.00 actuals /$650,000.00 required = 73.23%), then the Contractor shall be decremented by 5%:
