Project Overview History The Town of Georgetown decided to renovate Strousse Park located at the intersection of Rose and 6th Streets in the historic downtown business district in 2021. A master plan for revitalization of the park was developed by DHM Design out of Denver. The Town decided to implement the renovation project in 5 phases over several years. Phase 1 (2021) - New Restroom; Phase 2 (2022) - New Shelter; Phase 3 (2023) – Sub-surface Infrastructure and Fire-pit; Phase 4 (2024) – Flagstone, Hardscape and Plantings; Phase 5 (2025) – Renovation and Paving of Strousse Park Parking Lot.
Phase 5 Overview Phase 5 involves improving the Strousse Park Parking Lot located at the corner of Rose Street and 5th Street. Concrete work (curbs, gutters, drainage pan) in preparation for final surface renovation and paving was completed in 2024 as part of the Phase 4 work. The concrete curb, gutter, and drain pan system establish the primary drainage path for the parking lot. The scope of this RFP is intended to finalize the parking lot so that it minimizes potential for pot-holes, drains properly, and has a maintainable surface that is keeping with Georgetown’s historic downtown district.
The scope of work includes:
· Excavation and “haul-away” of parking lot sub-surface material,
· Supply and installation of sub-base material to create a suitable base for drainage and paving,
· Final grading and compaction of sub-base,
· Supply, installation of ¾” crushed stone “paving”, with “Option for Chip-seal”
· Supply and installation of concrete parking wheel-stops.
General Contractor Requirements The contractor may propose to perform all, or part of the work elements described in this RFP. Breakout pricing is required for each of the work items listed above and as described in the Detailed Description of Work and as represented on the attached drawings.

Workweek shall be restricted to Monday through Friday unless specific arrangements are made in advance with the Town’s Project Manager.
The following major downtown events will take place in 2025, which are intended to utilize all or part of Strousse Park. Contractor shall plan and execute the work in such a manner that the park area and parking lot is clear of construction debris and material, and any hazards are protected from public access during these periods. Contractor shall coordinate with Town’s Project Manager as required to assure compliance.
Georgetown Plein Air Art Event – July 25 thru 26th - park needs to be available.
Gold Rush and Rubber Duck Race – August 31st - park needs to be available.

Detailed Scope of Work The scope of work for Phase 5 of the Strousse Park Refresh Project is marked and delineated on the marked up DHM drawings included with this Request for Proposal and as described below:
Contractor Responsibilities
The main parking lot area is approximately 63’ wide x 75’ deep (4725 sq-ft) with a 35’ wide x 30’ deep (1050 sq-ft) access corridor to the rear of adjacent buildings. These areas are shown in detail on Diagram A in the attachments. This diagram also shows grade elevations and approximate locations of underground utilities.
The existing parking lot currently has a gravel surface that was rough graded when the concrete work was installed in the fall of 2024.
Contractor is responsible for verifying all dimensions including existing grade elevations prior to start of work.
Contractor is also responsible for locating and flagging underground utilities prior to excavation work.
Since the parking lot also provides access to the rear of adjacent buildings, Contractor shall take this into consideration while performing the work and shall notify adjacent building residents if when and for how long assess will be interrupted. Contractor shall minimize such access restrictions.
Contractor shall be responsible for closing off access to the parking lot during work activities and for providing traffic controls on Rose Street as necessary during equipment and material movement in and out of the work area.
Work Scope The following delineates the expected scope of work.
Excavation:
Contractor shall excavate and haul away material located in the parking lot as required to permit installation of sufficient Class 6 road-base to create properly graded and compacted sub-base for new paving.
The intent is to create a well-drained sub-base that is suitable for installation of a variety of parking lot surfaces. Even though the base proposal finished surface is specified to be ¾” crushed stone, the sub-base shall be suitable for installation of a “chip-seal” surface.
Base Layer:
The base layer is crucial for providing a solid foundation for the parking lot. Angular, crushed stone is preferred over rounded river rock because it interlocks better when compacted, resulting in a more stable surface. Preferred base layer material is #6 crushed granite (AASHTO #6 specifications for size usually range from 3/4 of an inch to 1 1/2 inches).
Contractor shall determine the thickness of the crushed stone base layer required to produce a well- drained, stable base for the parking lot based on Contractor’s experience and characteristics of the excavated material.
Proper compaction of the base layer is essential for durability, and this can be achieved through mechanical compaction.
Contractor shall provide and install sufficient amount of crushed stone base layer material to create a well-drained stable sub-base for installation of the parking lot top surface. Sub-base installation shall generally conform with the following:
· Subgrade Preparation:
Ensure the underlying soil is stable and well-drained. This may involve reconditioning the subgrade by blading and rolling, adding water to meet density requirements, and ensuring the surface is free from irregularities.
· Layer Placement:
The base layer material shall be typically laid in layers, with each layer's maximum compacted thickness not exceeding 6 inches.
· Compaction:
Each layer is compacted using a mechanical compactor, such as a vibratory plate compactor or steel wheel roller.
· Density Testing:
Field density tests shall be conducted to ensure each layer reaches the required density, of 95% of the maximum density determined by AASHTO T-180.
· Moisture Content:
The sub-base material should have adequate moisture content to achieve proper compaction.
· Surface Tolerance:
The compacted surface should be free from depressions exceeding a specified tolerance, such as one-quarter inch in ten feet.
· Gradation:
Ensure the sub-base material has the correct gradation, with appropriate amounts of fine and coarse particles to fill voids and create a stable surface.
· Placement and Shaping:
The sub-base material should be placed to the required width using a spreader or motor grader, ensuring uniform thickness and preventing segregation.
Parking Lot Surface Layer The surface layer is the final layer, providing the finished look and feel of the parking lot.
Contractor shall provide and install sufficient amount of crushed stone to create a surface layer that produces a uniform finished parking lot surface. Preferred surface layer material is ¾” crushed granite or limestone with earthtone colors (light brown and gray tones) to blend with surroundings.
Parking Wheel Stops Contractor shall provide and install a total of twelve (12) pre-cast concrete wheel stops as shown on Diagram A. Wheel stops shall be 6’ wide by 9” deep by 6.5” high. Wheel stops shall be anchored to ground with #6 rebar rods or equivalent.
