About this file
This is a bid specification document issued by the State of Maine Division of Purchases for spring and chassis parts to support the Maine Department of Transportation Fleet Services and all using state agencies. The contract covers the supply of spring and chassis parts, with pricing based on a provided price sheet listing the most commonly used items, though the awarded vendor will be expected to supply all similar products offered. The contract period is one year, beginning approximately April 1, 2008 and ending March 31, 2009. Delivery is required within one day of order receipt for standard orders or three to five days for special orders to multiple locations throughout Maine, including specific midcoast and downeast regional garages. The successful bidder must maintain full-time field service personnel, supply fresh stock, and allow credit for any obsolete stock purchased during the contract period.
Pricing shall be net, including all transportation and delivery charges prepaid by the contractor on an FOB Destination basis, with prices remaining firm throughout the contract period. The estimated annual contract value is $75,000 to $100,000, though the actual value depends on quantities ordered by state agencies. All items must be of first grade material and domestic origin, conforming to commercial standards and equal to or superior to original manufacturer specifications. The State of Maine requires vendors to accept the state procurement card as a form of payment with no surcharges allowed, and the vendor's willingness to extend contract pricing to political subdivisions and school districts in Maine will be considered in the award decision. The Division of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms. An extension clause allows the State Director of Purchases to extend the contract beyond the expiration date with contractor consent.
