About this file
This is Amendment 0001 to Solicitation SPRHA4-26-Q-0326, issued by DLA Aviation at Hill Air Force Base, Utah, effective March 18, 2026. The amendment adds first article provision and clauses to the requirement and corrects the delivery schedule for CLIN 0002 (Counterfeit Prevention Plan) from "Counterfeit Prevention AP" to 30 days after receipt of order (ARO). The solicitation is for one F-16 Head-Up Display Monitor (NSN 1270-01-514-2683), an aluminum case pilot aft seat heads-up display with manufacturer part numbers 46431110-30. This is a Foreign Military Sales (FMS) case for an unidentified FMS customer. Offerors may bid either Bid A (First Article required) or Bid B (First Article waiver plus one production article). The government intends to purchase a total of nine units and requests range pricing for quantities of 1-2 EA, 3-4 EA, 5-10 EA, 11-15 EA, and 16+ EA.
Under Bid A, contractors must deliver a First Article Test Plan within 166 calendar days ARO, conduct testing within 180 days ARO, and submit the First Article Test Report within 194 calendar days ARO. The approved First Article must be shipped to DMU002 (the FMS customer). Under Bid B, the production article is due by December 31, 2027. The Counterfeit Prevention Plan (CLIN 0002) is due 30 days ARO. All delivery schedules use ARO or After FA Approval (AFAA) days, which will be converted to hard dates upon award. First article testing includes compliance with drawings 46430010, 4640111, 46430120, 46430121, 46430130, 46430140, 46430150, and 4640160. The evaluation includes a $5,000 government cost factor for first article testing. The Buy American Act/Balance of Payments Program applies. Contractors must use the IUID marking requirement per MIL-STD-130 and comply with ISO 9001-2015 quality standards. The buyer is Michelle L. Mihu at (385) 591-5148.

- EVALUATION COST FACTOR FOR FIRST ARTICLE (OCT 1988)

PART I - THE SCHEDULE
SECTION B
SUPPLIES OR SERVICES AND PRICES/COSTS
This requirement is for a total purchase quantity of one (1) EA. This can be bid one of two ways:
Bid A = First Article (FA) or
Bid B = FA waiver + 1 EA production article.
See FIRST ARTICLE APPLICABILITY AND/OR CONDITIONS FOR WAIVER for additional information on FA waivers.
NOTE: All delivery schedules listed as ARO (after receipt of) or AFAA (after FA approval) days will be converted to hard dates on the resulting award.
ON TIME DELIVERY IMPROVEMENT
In accordance with the 448th Supply Chain Management Wing (448th SCMW), Air Force Sustainment Center Contracting Directorate (AFSC/OK) and Defense Logistics Agency (DLA) Aviation Contracting On-Time Delivery (OTD) Improvement Initiative.
DLA Contracting has established the following OTD requirements with the intent to improve OTD.
As detailed in section B of the Solicitation, the government has developed a Required Delivery Schedule (RDS), which is reflective of the customer need date as well as projected Production Lead Time (PLT). The government RDS considered such factors as historical data and active contracts. In developing your response, the government requests your company review the RDS provided and propose an achievable delivery schedule based on your internal PLT review.
With input from suppliers, the Contracting Officer may negotiate an updated RDS representative of all factors stated above along with any new information that may become available.
QUANTITY RANGE PRICING
The Government intends to purchase a total of nine (9) each. This requirement is for FMS customers which are typically more volatile and could impact the quantity on the potential award (higher or lower quantities). Therefore, the Government is requesting range pricing for the following ranges. Please provide range pricing below.
1 to 2 EA $____________________ 3 to 4 EA $____________________ 5 to 10 EA $____________________ 11 to 15 EA $____________________
16 EA + $____________________
The Item No.’s (starting on page 4) list best estimated quantities. These Item No.’s will be unpriced as all pricing should be completed in the table above.
In the event of competition, the Government will be awarding based on the total quantities needed at the time of award. The Government will evaluate competitive proposals based on the needed quantity price range.
*In the event the ranges listed above do not reflect appropriate range pricing, the contractor is able to provide alternate quantity ranges.
