About this file

This document is a Manufacturing Qualification Requirements specification for a federal defense contract item controlled by the United States Air Force.

The document establishes mandatory qualification standards for suppliers seeking to manufacture the Outboard Tripod Link (Part Number 5-36035, NSN 1620-00-620-7642), a component used in B-52 aircraft weapon systems. The Engineering Support Activity (ESA) point of contact is 417 SCMS/GUEA, with Nicholas Crawford listed as the primary contact. Offerers must submit a Source Approval Request (SAR) package to AFSC.OL.SB@us.af.mil or the Contracting Officer and comply with AFMCI 23-113 and FAR 9.2 requirements. Qualification requirements include: certification of required manufacturing facilities, testing, and inspection capabilities; verification of possession of current ESA-approved Technical Data Package; demonstration of manufacturing compliance with all specifications including Unique Identification (UID) requirements; submission of a Government-approved qualification test plan and completion report detailing performance, environmental, mechanical, and quality assurance verification; and provision of a pre-contract award qualification article for form, fit, and function evaluation, or submission of a waiver request. Offerers will receive notification of qualification testing results within 120 days of product submission. The estimated qualification cost is $2,600.00, with an approximate completion timeline of 365 days. Five Source Qualification Waiver Criteria (QWC) are available for eligible suppliers, including prior Government supply history, qualified assembly sources, earlier dash number qualifications, similar item qualifications, and previously qualified sources that have undergone corporate changes. The document is marked as Controlled Unclassified Information (CUI) with Distribution D limitations and was signed February 12, 2026.

b. Facilities, Testing, and Inspection Capabilities: The offerer must certify to the Government they have or have access to, required facilities and equipment to manufacture, inspect, test, package, and store the item. The offerer shall make their facilities, equipment, tooling, and personnel available for evaluation and inspections by the Government.

c. Data Verification: The offerer must verify they possess the complete and most current ESA approved Technical Data Package provided by the Government procuring office. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offerer's possession. The offerer may also be required to produce copies of all applicable procedures, drawings, or specifications.

d. Manufacture/Process Verification: The offerer must manufacture this item to conform to Government requirements as prescribed within the ESA approved Technical Data Package. The offerer must show compliance with all Unique Identification (UID) requirements IAW DFARS 211.741 as prescribed within the ESA approved Technical Data Package. The offerer must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offerer to show compliance with Government requirements. The offerer shall also identify material sources and standards used for internal processes. If the item is deemed a Critical Safety Item (CSI), the offerer must provide a management plan on how Critical Safety Processes (CSP) and Characteristics (CSD) are manged.

e. Offerers will be notified whether or not their qualification article passes or fails the required qualification testing within 120 days of submitting a product for qualification testing. Note that successful completion of the qualification testing does not guarantee any contact award. If the offerer is deemed qualified and awarded the contract, a post-contract award first article exhibit may be required to verify production capability.

The potential source submits written certification that the articles have been supplied to the Government or Original Equipment Manufacturer (OEM) (e.g. DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, etc.).

A source qualified to provide an assembly is usually qualified to provide sub assemblies, major components, and items of that assembly.

A source qualified to provide earlier dash number of basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complexity, criticality, or other relevant requirements.

A source qualified to provide a similar or like item can be qualified to provide the require item. However, for approval, the ESA must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the Original Equipment Manufacture or DoD.

A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, casting, etc., in the manufacturing process.
