About this file
This document appears to be a collection of Questions and Answers from one-on-one sessions with interested parties regarding a planned federal contract opportunity for the 417th Landing Gear Supply Chain Management Squadron (417 SCMS).
The key details are:
- The contract is the follow-on to the Landing Gear Collaborative Supply Chain Integration (LG-CSCI) contract, with the intent to build upon and apply lessons learned from the previous program.
- The contract will support all competitive landing gear spare parts (new buy, not repair) managed by the 417th SCMS for an estimated 10-year period from 2028-2038.
- The contract will likely include a full trade-off evaluation with technical factors being the most important, followed by price and past performance. The technical factor will require significant engineering, manufacturing, supply chain management, and forging expertise.
- The government is exploring various contract terms such as cost-reimbursable CLINs for forged parts, allowing PLT updates every 6 months, and possibly including performance-based incentives.
- Draft solicitation documents are expected to be released during the pre-solicitation phase to receive industry feedback.

LG-CSCI2 Industry Day One-on-One Q&As
Q1: How will DCMA be involved on LG-CSCI2?
A: Currently DCMA Cleveland is the focal point for LG-CSCI and will remain for LG-CSCI2.
Q2: Will the popula on of parts for the solicita on have “unpriced add items” i.e. parts that are not priced but can be added during contract performance?
A: No, we intend to present a complete list of parts that the 417th plans to purchase for the 10-year period of the contract and do not an cipate including any “unpriced add items”.
Q3: Will prospec ve contractors be required to price all 10 years for all parts?
A: Because this is a compe ve acquisi on, we must have a means of fairly compe ng the price of all offerors’ proposals over the life of the contract. We also understand the difficulty in providing 10 years of fixed prices for landing gear parts due to the vola lity of the of the market. We will most likely require 5 years of pricing, and we use a no onal infla on/adder rate to all offerors prices and extrapolate that over the last five years of the contract. We are not 100% set on the mechanics of this, but that is our thought currently.
Q4: Will there be a forging mi ga on clause, or some way to alleviate the cost risk presented by forged parts.
A: We are exploring the possibility of incorpora ng a cost-reimbursable CLIN for forged parts which would negate the need for a mi ga on clause and mi gate the cost risk for the forgings.
Note: The government is exploring the possibility of requiring the prime contractor to purchase and manage the DLR parts, beginning with the raw material, i.e. the contractor would be responsible for purchasing the Steel, then distribu ng it to the forging houses based on the forecast provided by the government. The intent is to give the contractor the ability to leverage the Government’s buying power to improve our ability to source forged parts in a more reasonable amount of me, and at a lower cost.
Q5: Will there be a blanket quan ty variance on LG-CSCI2?
A: When we solicit the quan ty variance clause will be included, however it will be executed on an order-by-order basis.
Q6: Will there be an EPA clause? If so, has it been defined yet?
A: Yes, we intend to include an EPA clause, however we have not defined it yet. But it will likely be ed to the appropriate market indices.
Q7: Will the Government be able to provide complete TDPs when orders are issued?
A: The intent is to have an ongoing screening process based on future forecast to ensure parts are screened and TDPs are complete prior to order. Ensuring data is reviewed and issues brought to the
Government’s a en on will be part of the Contractor’s responsibility in this process.
Q8: Do you know what the main factors for evalua on will be for the source selec on?
A: We have not finalized this yet; however, we are planning on doing a full trade off, with technical as the most important factor, then price, and then past performance. The technical factor will require the prime to have significant engineering and manufacturing exper se, supply chain management capability, and a forging solu on.
Q9: What is the requirement for TDPs on COTS items?
A: Most COTS items are purchased off the specifica on part number but there are some that have a
761.
Q10: Will it be possible for lead mes to be revised by the contractor a er award?
A: We intend to allow the contractor to update their PLTs every 6 months. The government wants accurate PLTs so that we can plan to the lead mes and manage those expecta ons properly.
Q11: Will the Government consider incen ves along with the OTD penalty metrics?
A: It is hard for us to incen vize early delivery, because we don’t o en want our parts prior to the customer need date. However, we are exploring the possibility of establishing an incen ve that may be applied to overall performance, but it is not guaranteed that incen ves will be included.
Q12: Is there a way to help us understand the volume of parts ordered annually?
A: We will be pos ng a revised NIIN list in the next month or so, and we can include annual BEQs as well.
Q13: What is the scope of this effort?
A: LG-CSCI2 will support all compe ve landing gear spare parts (new buy, not repair) that are managed by the 417th SCMS. The list we release will encompass all parts that we intend to buy over the 10 years of contract performance i.e. 2028-2038.
Q14: Will the list iden fy which parts are forged and which are not?
A: Not specifically, however, most of the forged parts are Air Forced managed DLR (Budget Code 8) parts. We will iden fy all forged parts to the best of our knowledge but there may be some parts that are not iden fied as such that require forgings which the contractor will need to verify by going through the TDPs upon receipts of bid sets. (Bid sets will be released prior to solicita on.)
Q15: Would the government entertain a requirement for the contractors to take the responsibility of forecas ng and storing parts, and then delivering based on a Material Availability metric?
A: This is something we have discussed; however, we have not determined whether it is feasible based on the opera ng procedures within the 417th, the level of cost, and contractor risk that would be required to support that type of contract structure. But we are s ll looking into it.
Q16: How will engineering change proposals be addressed and funded?
A: If the contractor wants to ini ate an ECP, there are exis ng standard procedures that will need to be followed, and the Government will need to approve the change. There also may be cost considera on that would need to be approved as well.
Q17: Will PQDRs on this program have a me limita on?
A: PQDR procedural guidance states that it applies to new Government-owned products found to be deficient at any me a er Government acceptance. We are discussing and inves ga ng internally if there are other elements to this topic that we may be overlooking.
Q18: How will the teaming arrangement be evaluated for the proposal?
A: We s ll need to work the details out; however, we are going to need to have assurance that any team member that is responsible for mee ng technical requirements will be contractually bound to stay with the program for the life of the contract.
Q19: Will sources with forging dies be provided in the TDP documenta on for each item requiring forgings?
A: For most of the forged parts the die will be iden fied in the TDP. However, there are instances where the die loca on is unknown, and the contractor will be expected to locate it or possibly develop a new die.
Q20: Is there a database system available iden fying approved forging sources?
A: No
Q21: Will annual forecast demand quan es be provided for parts requiring forgings?
A: We intend to provide forecasts for all Depot Level Reparables (DLRs) every six months at the March and September data cycles. For the DLA consumable popula on, forecast will be provided monthly.
Q22: Please explain what the SAR submission process for CSI/CAI items will be on this requirement for new vendors seeking qualifica on. Will there be an expedited submission method for Value Engineering or the ESA to review and approve SARs?
A: By virtue of the source selec on the winning offeror will be the qualified source for all parts, the program unique details for this process are s ll being worked, but it will be iden fied in the TRD when dra documents are posted.
Q23: What is the penalty rate for late delivery?
A: It will likely be a percentage of the order amount, based on days missed, however we have not defined this metric yet. This will be included in the dra solicita on documents.
Q24: Will there be a guaranteed yearly minimum order quan ty for each item?
A: No
Q25: Will there be a guaranteed yearly minimum award amount?
A: No, however per regula ons for IDIQ contracts there will be a minimum guarantee for the basic contract. For example, on LG-CSCI it was $10M
Note: The Government will post dra acquisi on documents throughout the pre-solicita on phase with the intent of receiving and incorpora ng industry feedback.
