RFI (Request for Information)
DLA Strategic Materials Hammond Depot
Intrusion Detection and Fire Alarm Systems Upgrades
1 Objective: DLA Strategic Materials is requesting information from industry on available options for the upgrade of the fire alarm and intrusion detection monitoring systems currently installed at the Defense Logistics Agency Hammond Depot. DLA Strategic Materials is also requesting information on what industry processes/procedures are considered “standard industry practices” for the upgrading of fire alarm and intrusion detection systems.
2 Scope of Upgrades: The fire alarm and intrusion detection system upgrades will include increased systems functionality and may include the upgrade/replacement of the currently installed hard wired systems. These upgrades may be in the form of expansion/upgrades of the currently installed hard wired systems, the installation of new wireless systems or the installation of other types of systems (e.g fiber optic systems) that will satisfy DLA Strategic Material’s needs for increased systems functionality as identified in paragraphs 5 and 7 of this RFI. All systems upgrades shall satisfy NFPA (National Fire Protection Association), Indiana State and local requirements.
3 Background: The DLA Strategic Materials Hammond Depot is located at 3200 Sheffield Avenue, Hammond Indiana. The depot contains a total of ten (10) structures consisting of three (3) warehouses and seven (7) other support buildings. The three (3) warehouses are; 100E, 100W, and 200E. The seven support buildings are; Guard House, Depot Office, Operations/Lab/Shop, Pump House, Scale House, Vehicle Garage, and Contractor Garage.
4 Fire Alarm Monitoring System (as currently installed): The fire alarm monitoring system currently installed is a hard wired system that is tied into only the fire suppression system. The monitored devices are installed on valves, pump and risers. These devices are located both interior and exterior to buildings/warehouses and contain both above ground and below ground wiring. The fire alarm monitoring system is a separate, stand-alone system, with strobes and sirens on the outside of each associated building/warehouse. Interior devices are located within the Pump House and warehouse riser rooms on warehouses 100E, 100W, and 200E. Each warehouse has four (4) riser rooms. The exterior monitoring devices are located on post indicator valves (PIV) next to the Pump House and to each riser room. The fire alarm monitoring control panel (model DMP XR500FC) is located in the Guard House, and is connected to the fire pump control panel located in the Pump House underground by way of the Depot Office IT room. The wire path to the warehouses is underground from the Guard House to the nearest light pole, and is outside, suspended between two poles and the southeast corner of 100E, at this point the wiring is inside, before going outside and underground to 100W, which is then again inside, before going outside and underground to 200E. Each warehouse has four (4) riser rooms, and each riser room has three
(3) monitoring devises inside; a Potter PS40-2A device for water flow, a Potter WCS-B device for low air and a Temp Alert device for low air temperature. Each riser room has one (1) monitoring device outside; a Potter PCVS-2 device located on each PIV. Each riser room has an external red light that indicates low air temperature. Wiring for each building is located inside, with each building being connected via underground wiring. There are two (2) monitoring devices (Potter OSYS-B) located inside the Pump House on the water lines at the fire pump. These devices are installed on supply and feed line gate valves. There are three (3) monitoring devices (Potter PCVS-
2) outside on the PIV's before and after the back flow preventers. This system has roughly 2800 feet of wire connecting all monitoring devices to the control panel. The fire alarm system is monitored twenty-four (24) hours every day by an off-site contractor.
5 Desired Additional Fire Alarm System Functionality: This desired fire alarm functionality is in addition to the currently installed functionality. As part of this process, the current fire alarm system (in total or in part) may need to be upgraded and/or replaced based on the final upgrade approach selected by the government. Add fire alarm system functionality to all buildings/warehouses listed below. The system(s) must be able to be monitored separately from a control panel or panels located in the Guard House. The system(s) must be programmable and have the capability to communicate with off-site monitoring contractors.
• Additional protection for the warehouses is to include adding smoke detection at each riser room, and riser zone within the warehouse, adding a strobe light on each riser to indicate water flow, and/or smoke detection. Inter-connecting the low air detection and PIV tampering devices, to the existing low temperature external red light. Adding a local building strobe light on the southeast corner of the each warehouse for fire department response. This additional protection is to be added to warehouse 100E, 100W, and 200E.
• Add smoke detection to the Pump House and additional strobe lights on both the east and west sides of the building.
• Add smoke detection to the Depot Office and an additional local strobe light on the north side of the building.
• Add smoke detection to the Operations/Lab/Shop and an additional local strobe light on the north side of the building.
• Add smoke detection to the Vehicle Garage and an additional local strobe light on the north side of the building.
6 Intrusion Detection System (as currently installed): The intrusion detection monitoring system currently installed is a hard wired system that contains both above ground and below ground wiring.
Intrusion monitoring is currently provided within a caged area located in the interior northern side of warehouse 200E. This intrusion monitoring system consists of four (4) wall mounted and two (2) ceiling mounted motion sensors. The intrusion detection control panel (model DMP XR 100) is located in the Guard House. The intrusion detection monitoring system is a separate, stand-alone system, with strobes and sirens on the outside of warehouse 200E. The wire path for this system is underground from the Guard House to the nearest light pole, and is then outside, suspended between two poles and the southeast corner of 100E, at this point, the path is inside to a location that sends the path outside and then underground to 200E. At that point the path is inside to all the motion devices. This system has roughly 1600 feet of wire connecting all monitoring devices to the control panel. This system is monitored by an off-site monitoring contractor twenty-four (24) hours per day, every day.
7 Desired Additional Intrusion Detection System Functionality: This desired intrusion detection functionality is in addition to the currently installed functionality. As part of this process, the current intrusion detection system (in total or in part) may need to be upgraded and/or replaced based on the final upgrade approach selected by the government. Add intrusion detection system functionality to all warehouses and the Vehicle Garage. The system(s) must be able to be controlled separately from a control panel or panels located in the Guard House. The system(s) must be programmable and have the capability to communicate with off-site monitoring contractors.
• Warehouse 100E – add motion and door sensors throughout. This warehouse contains fourteen
(14) overhead doors and two (2) personal doors.
• Warehouse 100W- add motion and door sensors throughout. This warehouse contains fourteen
(14) overhead doors and two (2) personal doors.
• Warehouse 200E south - add motion and door sensors throughout. This warehouse section contains seven (7) overhead doors and one (1) personal door.
• Warehouse 200E north - add motion and door sensors throughout. This warehouse section contains two (2) overhead doors and four (4) personal doors.
• Vehicle Garage– add motion and door sensors throughout. This building contains five (5) overhead doors and two (2) personal doors.
8 Site Visit: DLA Strategic Materials will provide on-site access to all industry representatives who would like to familiarize themselves with current site conditions. The window of opportunity for this on-site visit will be for a period of fifteen (15) business days from the date of issuance of this RFI.
Interested industry representatives may perform an on-site visit during this window of opportunity during the hours of 7:30 am through 3 pm (Central Standard Time), Monday through Friday (excluding any days that are a federal holiday). The DLA Strategic Materials Hammond Depot can be contacted directly at (219) 937-5383 to discuss the on-site access.
9 Standard Industry Practices: DLA Strategic Materials is requesting information on what industry processes/procedures are considered “standard industry practices” for the upgrading of fire alarm and intrusion detection systems. (E.g. the design process, the use of photographs, the development of drawings, certifications required, warranties, etc.)
