About this file
This is a Justification and Approval (J&A) document for other than full and open competition under Federal Acquisition Regulation 6.302-1.
The Integrated Logistics Support Center Detroit Arsenal, through Defense Logistics Agency Weapons Support (DLAWS) in Warren, proposes to award a firm-fixed-price contract to Independent Rough Terrain Center LLC (IRTC), CAGE 1NWY2, located at 103 Guadalupe Drive, Cibolo, Texas 78108, for the procurement of NSN 2815-01-622-3891, Engine, Diesel, part number EP0011486. The contract will be funded with Army Working Capital Funds. The deliverable consists of a minimum guaranteed quantity of six units and an estimated three-year maximum quantity of 124 units. The acquisition is classified as acquiring for the second or subsequent time directly from the actual manufacturer (Acquisition Method Code 3), with the designation that technical data rights are not owned by the Government and would be uneconomical to purchase separately (Acquisition Method Suffix Code R).
The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority for sole-source procurement, establishing IRTC as the only responsible source due to its status as original equipment manufacturer with requisite specialized technical expertise and the absence of a Technical Data Package. Market research was conducted through a Sources Sought Notice posted August 27, 2025 (closed September 10, 2025) with no responses received, and internet searches of major engine manufacturers (Kubota, Cummins, Perkins, Caterpillar) yielded no alternative sources. Reverse engineering is not feasible as the diesel engine has been previously designed by an established vendor and would present high-risk duplication efforts. Prior procurement history with IRTC includes five contracts ranging from $53,157.60 to $462,588.30, all awarded under FAR 6.302-1. The contracting officer determined the anticipated cost to be fair and reasonable based on detailed cost and price analysis, with no requirement for certified cost or pricing data as the item is a commercial product.
