Regarding ATPD 2339 (ISO 20 Foot):
1. Question: Section 3.2.2 states "All steel surfaces shall be treated with zinc rich primer with zinc content of 90% or higher by weight in dry film, MIL-PRF-32550". Should this be a zinc content of 85% as is recommended by the manufacturer and as is stated in the ATPD 2338 for the Quadcon?
Answer: No, Section 3.2.2 in ATPD 2338 is not current with reference to the primer specification A-A-59745. It has been superseded by Mil-PRF-32550. Therefore, the zinc content of 90 % is correct.
Regarding ATPD 2338C (Quadcon):
2. Question: Section 3.2.2 (pg. 5) Treatment & Painting. On the 6th line down, the words "interior and" should be deleted because the DOD has never required CARC painting on the interior of ISO containers.
Answer: The statement "when applicable" will be added at the end of that sentence.
3. Question: Section 3.3.1 and Section 3.5.8 state "6-high stacking". Section 4.4.1 (pg. 14) states "Certified for CSC 9-high stacking". Please correct section 4.4.1 to be consistent with the requirements.
Answer: Section 4.4.1 will be changed to state "Quadcons shall be certified for CSC 6-high stacking.
4. Question: Section 4.4.2 refers to Tie Down Testing to be performed as specified in 3.4.4. Section 3.4.4 does not exist in this document. Should this refer to Section 3.5.4?
Answer: Correct, the section reference will be changed to 3.5.4.
5. Question: Section 3.5.4 states a "4,000-pound load". Section 4.4.2 a. (pg. 14), the 3rd line down states "a 3,000 pound load". We believe that the requirement (Section 3.5.4) should state a 2,000 pound capacity which would make the test of 1.5 times capacity (3,000 pounds) correct. Can Section 3.5.4 be changed to state a 2,000 pound requirement?
Answer: Correct, section 3.5.4 will be changed to state 2000 pounds in lieu of 4000 pounds.
6. Question: Section 3.5.5 states "shall not exceed 1 5/16". Can you please change the test measurement of 1" deflection in Section 4.4.7 to match the requirement in 3.5.5?
Answer: Correct, section 4.4.7 will be changed to state 1 5/16 inch deflection.
7. Question: P.17 (6.7.2) and (6.7.4) Recovered Materials. These are duplicate paragraphs. Please remove one.
Answer: Section 6.7.4 will be removed.
8. Question: Tare weight for Quadcons traditionally supplied to the USMC and US Army are 2080 lbs. empty. Please consider changing the specification in Section 3.5.1 to "not to exceed 2100 lbs." Tare weight of 1800 lbs. is unachievable.
Answer: Both sections 3.3.1 and 3.5.1 will be changed to reflect a tare weight not to exceed 2100 pounds.
9. Question: P.18 (Figure 1) Example of Quadcon markings does not conform to ISO standards.
Answer: Provided attachment will be used as the new figure 1.
