About this file
This amendment modifies a federal contract for Quadcon containers and ISO containers. The contract requires the delivery of 54 to 3,125 ISO 20 foot containers and 25 to 1,563 Quadcon containers to the Department of the Army Materiel Command over five years. Key changes in the amendment remove references to 6-high and 9-high stacking, and instead require stack testing in accordance with ISO 1496-1 paragraph 6.2 for 1CX containers. The amendment also clarifies that four connected Quadcons must be certified for CSC in accordance with US regulations and certified for 6-high stacking loads using ISO 1496-1 test procedures. This will be a 100% small business set-aside multiple award contract to reduce capacity risks for contractors.

Amendment to ATPD-2338C dated 1 March 2018
Purpose: To clarify the requirements for stack testing of the Quad Containers.
The following paragraphs (3.3.1, 3.5.1, 3.5.8, and 4.4.1) in ATPD-2338C will be amended as shown. References to 6 and or 9 high stacking are removed and stack testing shall be in accordance with ISO 1496-1, paragraph 6.2 for 1CX containers.
3.3.1 Description. Each Quadcon shall be 4 ft 9- 3/8 inches x 8 ft x 6 ft 10 inches (1457 mm by 2438 mm by 2083 mm) and shall be suitable for repeated use, unused, waterproof, and non-collapsible. Four Quadcons, when coupled together shall hereinafter be referred to as a container for the purposes of this specification, and shall become a 19 ft 10.5 inches by 8 ft by 6 ft 10 inches (6058 mm by 2438 mm by 2083 mm) ISO 20 foot compatible container with tie- downs and in accordance with this specification and figures 2 and 3. Unless otherwise specified herein, the container shall be compatible with the requirements of ISO 1496-1. The four Quadcons combined shall be rated for 44,800 pounds gross weight with the tare weight of each Quadcon not exceeding 1,800 pounds. Each individual Quadcon shall be rated at 11,200 pounds. The construction of the four combined Quadcons shall allow for stacking according to ISO 1496-1, Paragraph 6.2 for 1CX containers with the variation that the superimposed mass of 6-high stacking shall be used in place of the 9-high stacking.
3.5.1 Weight, ratings, and dimensions. The tare weight of an empty Quadcon container shall not exceed 1,800 pounds. The maximum gross weight rating of an individual Quadcon shall be 11,200 pounds. Four Quadcons combined as a single container shall be rated for 44,800 pounds gross weight. The minimum internal Quadcon dimensions and actual external Quadcon dimensions and tolerances shall be in accordance with Table II. The construction of four combined Quadcons shall allow for stacking according to ISO 1496-1, Paragraph 6.2 for 1CX containers with the variation that the superimposed mass of 6-high stacking shall be used in place of 9-high stacking. The external dimensions of four Quadcons coupled as a single container shall become a 19 ft 10-1/2 inches by 8 ft by 6 ft 10 inches (6058 mm by 2438 mm by 2083 mm) ISO compatible container. Unless otherwise specified herein, the container shall be compatible with the requirements of ISO 1496-1 and ISO 668.
3.5.8 Convention for Safe Containers (CSC) certification. The Quadcon container design and four connected Quadcons shall be certified in accordance with 49 CFR, Parts 450 through 453. The rated stacking capability shall be for 4 Quadcons coupled together as a 1CX container supporting loads in accordance with paragraph 6.2 of ISO 1496-1, with the variation that the superimposed mass of 6-high stacking be used in lieu of 9-high stacking. CSC plate data shall show the 6-high stacking certification.
4.4.1 Tests. Using the coupling connectors, four Quadcons shall be connected to form an integral 20-foot module or container. The 20-foot module or container shall then be subjected to all the tests as described in ISO 1496-1. The weatherproofness test shall be performed as the last ISO 1496-1 test. In addition, the coupled Quadcons shall be certified for CSC 9-high stacking and tested in accordance with ISO 1496-1. Nonconformance to any specified requirement, the failure of any test, or the presence of one or more defects shall be cause for rejection.
