About this file

This is a Request for Information (RFI) issued by the Space Rapid Capability Office for a global communications backhaul solution. The requirement involves establishing a robust, redundant network connecting multiple military locations including Schriever, Vandenberg, and Peterson Space Force Bases, with additional operating sites in the US, Italy, and Australia. The network must provide 2Gbps symmetrical bandwidth, lowest possible latency, Type-1 encryption, and support hybrid cloud applications such as data transfer, VoIP, video conferencing, and cloud services.

The RFI mandates stringent cybersecurity standards compliant with Department of Defense requirements, including NIST SP 800-53 and 800-37 frameworks. Service Level Agreements must guarantee 99.99% network availability with 24/7/365 technical support. Telecommunications providers are requested to submit detailed proposals including company overview, technical expertise, customer references, and comprehensive pricing breakdown by 1 July 2025. The solicitation (SpRCO4162025) is a pre-solicitation under the Department of the Air Force, emphasizing that this RFI is for information gathering and does not guarantee contract award.

· Bandwidth: 2Gbps symmetrical (2Gbps upload and 2Gbps download) for each location.

· Latency: Lowest possible latency, capable for WAN transports utilizing Satellite Communications (SATCOM).

· Redundancy: Fully redundant solution with automatic failover to ensure continuous connectivity. Diverse routing (different submarine cables, terrestrial paths, or a combination of fiber and satellite) is highly preferred. Type-1 encryption solutions for dual-redundant communications.

· Locations:

· Headquarters: Schriever Space Force Base, Colorado

· Branch Offices:

· Vandenberg Space Force Base, California

· Operating Locations

· Vandenberg Space Force Base, California

· Georgia, US

· Italy

· Geraldton ADSCS, Australia

· Brisbane, Australia (on or about Camp Kerr area)

· Hawaii, US

· Applications: The system is a hybrid cloud network with some components on-premises and some in the cloud. The network will support a variety of applications, including:

· Data transfer (large file sharing, backups).

· Voice over IP (VoIP).

· Video conferencing.

· Cloud applications.

· Security: Robust security measures are essential. This includes, but is not limited to:

· Data encryption in transit and at rest.

· Type-1 Encryption.

· National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 Security and Privacy Controls for Information Systems and Organizations.

· NIST SP 800-37 Risk Management Framework (RMF) for Information Systems and Organizations: A System Life Cycle Approach for Security and Privacy.

3. Service Level Agreements (SLAs) The selected provider must commit to stringent SLAs covering the following:

· Uptime: Minimum 99.99% network availability.

· Latency: Guaranteed maximum latency for each location.

· Packet Loss: Maximum acceptable packet loss rate.

· Jitter: Maximum jitter (latency variation) allowed.

· Support: 24/7/365 technical support with guaranteed response times for different severity levels.

4. Pricing and Contractual Requirements

· Please provide a detailed cost breakdown for the proposed solution, including:
