CONFIGURATION BASELINE
The applicable Configuration Baselines (CB), for the listed Configuration Item (CI) and/or Computer Software
Configuration Item (CSCI), are as listed in the table below.

Each CI/CSCI, as developed/built and delivered, shall conform to the cited CB and all subsequent CB’s that will be made contractually binding by the Procuring Contracting Officer (PCO). The Contractor shall establish a Configuration Management Program in accordance with EIA-649-1.
No changes or departures from the CB are acceptable except for changes or departures which are submitted in accordance with EIA-649-1, CDRL A001, and are approved by the Government Configuration Manager (C
Mgr.) or Configuration Management Officer (CMO) and which are made applicable to the contract by the PCO.
Configuration Change Process.
The awardee shall establish a system for managing the configuration changes to the item part number (IPN) baseline.
Configuration.
Each CI, as developed/built and delivered, shall conform to the cited CB.
Application Management.
Application Management.
In performing Application Management, the Government must assess the impact of design changes to the
Configuration Item. The Government is the Configuration Management authority on application management for all external applications and for all Major changes that affect the Commercial Item Part Number (CIPN) specified in paragraph 3.2.1. A Major change is defined as any change that will impact any of the following conditions of the IPN:
(a) Overall performance and Form, Fit, Function and Interface (F3I) Characteristics.
(b) Reliability, Maintainability and Survivability
(c) Electromagnetic Interference (EMI), air worthiness certification, or other pertinent requirement.
(d) Safety
(e) Support, operational and training requirements
(f) Impact on Technical Manuals, Repair Parts and Special Tools Lists (RPSTLs), DMWRs, Provisioning Parts List (PPL), etc.
(g) Impact on Cost and/or Schedule.
(h) Impact on test equipment, support equipment and associated software.
(i) Software.
Application Activity.
The Government is an Application Activity (AA) for changes that affect the Awardee’s CIPN. The CSEL
Project Office possesses document change authority over the changes affecting the IPN. Any changes that affect the conditions identified above shall be submitted for Government approval IAW the procedures outlined below. Configuration changes not directly affecting the configuration baseline conditions identified do not require Government approval.
Departures from CB.
Changes that affect the CIPN conditions shall be submitted for Government approval in accordance with this document and the DD Form 1423 for DI-SESS-80640.
Request For Variance (RFV).
A Request for Variance (RFV) is a specific written authorization to depart from a particular requirement(s) of an item’s approved configuration documentation for a specific number of units or a specified period of time, either as an advance request or after the fact. The RFV includes both the engineering change and the supporting documentation by which the change is described and suggested. An RFC describes changes to the CI and associated Contractor documents and data that are affected by the proposed engineering change. The RFC also describes a full impact analysis of the effect of the change on the logistics, interface, design, cost and schedule requirements of the IPN.
The contractor shall identify the impact of the RFV on performance, operational readiness and logistics support of the affected CIs. The Government may require consideration for any RFV. RFV should be prepared in accordance with EIA-649-1, CDRL A001, and DI-SESS-80640.
RFVs could be generated as any of the following categories: Change Directive; Change Request; Engineering
Change Package; Engineering Change Proposal; Engineering Change Request; Engineering Change Memo;
Engineering Change Notice.
RFVs shall contain the following elements as a minimum:
(a) A unique change identifier; identification of originating organization and responsible individual.
(b) Change classification,
(c) Identification of product(s) (including components and interfacing products) affected by the change.
(d) Change description and scope (including effects on performance, operation, maintenance, servicing, operation and maintenance training, repair parts, support and test equipment, cost, schedule, and any other effect on physical, functional, and logistics characteristics of the CIPN).
(e) Reason and justification for the change and consequences of not incorporating the change.
(f) Estimated cost increase or savings.
(g) Change implementation (and effectivity) and impact on delivery schedule.
(h) Criteria, if any, for retrofitting products.
Awardee -approved changes that adversely impact any of the IPN conditions listed may require re-evaluation by the Government of the IPN. Re-evaluation may include operational testing re-assessment or re-assessment of the logistics impact of the proposed change. The government has the right to review any configuration changes and determine if a new First Article Test (FAT) and/or Safety Assessment Report (SAR) is necessary; the awardee must follow the direction of the government. An approved change to the design of the IPN must be verified to ascertain that the IPN has achieved the functional attributes and requirements specified in the baselined Product Definition Information and that it is adequate for its intended purposes. The Government is not obligated to accept any IPNs that no longer meet the Government’s requirements as established by the IPN at the time of contract award.
Obsolescence Management Requirements / Obsolete Components and Materials / DMSMS
DMSMS Reporting
Refer to the applicable Contract Data Requirement Lists (CDRLs). In addition to the above, the awardee shall notify the Government of DMSMS issues that affect CB or delivery schedule. Reporting method should be in accordance with the relevant requirements of DI-MISC-80711A.

Point, PDF). Attachments exceeding email system limits shall be delivered via DoD SAFE https://safe.apps.mil. Alternate formats may be allowed subject to Government review and approval.
