About this file
This document is an amendment to Solicitation SPRBL1-24-R-0013 for the MX-11769 White Phosphorous Image Intensifier Tube. The amendment provides responses to questions regarding pricing and First Article Testing. The final negotiated unit prices will be used for all delivery orders under the contract, and the Government does not require separate pricing alternatives for First Article Testing. The amendment also clarifies that the correct nomenclature is "MX-11769 Image Intensifier WP", not "MX-1179 Image Intensifier". Offerors must sign this amendment and submit it with their proposals. The solicitation closing date and time are not changed.
The related federal contract opportunity is a Request for Proposal (RFP) for a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to procure the MX-11679 White Phosphorous Image Intensifier Tube, a critical component for the AN/PVS-14 Monocular Night Vision Device. The contract has a 5-year base period with no option years. All proposals must be submitted electronically, and offerors must have an active SAM registration.

*** End of Narrative A0000 ***
The purpose of amendment 0002 is to provide the following question and answer information:
1. Question: Is the stepladder pricing for CLINs 0001-0005 considered Ceiling Prices and each Task/Delivery Order will be competed individually requiring new pricing?
Answer: No the ceiling price is the maximum contract value. Once pricing is on contract we wont ask for new pricing, reference Section
A for the maximum contract value. The same is for multiple awards, once pricing is on all contracts we will not request new pricing.
Question: Or, will the Contracting Office use the prices, in response to this solicitation, for the Price Evaluation for future
Task/Delivery Orders? The final negotiated unit price will be the prices for all delivery orders for the term of the contract.
Answer: The final negotiated unit price will be the prices for all delivery orders for the term of the contract.
Question: The Solicitation sets forth First Article and First Article Wavier requirements in the contract terms on Pages 3, 19, and 32, acknowledging that some contractors have produced the Intensifier Tubes under previous Government contracts. To that end, the Government may choose to waive First Article Requirements. Whereas the cost of provisioning Image Intensifier Tubes without the need to conduct
First Article Testing is less expensive, does the Government desire the contractor to offer two pricing alternatives (i.e., Price
Inclusive of First Article Testing and Price Exclusive of First Article Testing?)
Answer: The Government does not desire the contractor to offer two pricing alternatives. If there is a cost associated with FAT, that price should be included as a separate cost for that associated CDRL.
Question: Exhibit C Contract Data Requirements Lists: Exhibit C, CRDLs, identifies the System/Item as: MX- 1179 Image Intensifier.
Should this not state: MX-11769 Image Intensifier WP?
Answer: Correct, it should be MX-11769 Image Intensifier WP.
2. Offerors must sign this amendment and submit with the proposal. Additionally, the solicitation close date and time is not changed.
