Performance Work Statement (PWS)

For

Common Missile Warning System (CMWS) AN/AAR-57A(V)

Repair Contract

26 April 2018

1.0 Scope

1.1 General

The purpose of this Performance Work Statement (PWS) is to define the work efforts required for the Repair services for Communications-Electronics Command (CECOM) Integrate Logistics Support Center (ILSC), which provides for logistics support of the AN/AAR-57A(V) Common Missile Warning System (CMWS) B-Kit listed in the Table 1 below.

1.2 Description of Services

The Contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform the Contractor Support Services of the AN/AAR-57A(V) as defined in this PWS. The Contractor shall perform to the standards in this contract.

1.3 Background

The AN/AAR-57A(V) CMWS is a component of the Army’s Suite of Infrared (IR) Countermeasures and is used to protect Department of Defense helicopters and fixed-wing aircraft. The CMWS performs missile detection, false alarm rejection, and missile declaration functions during missile threat events. The CMWS detects, discriminates between targets and false alarm, and send dispense commands to the Improved Countermeasure Dispenser (ICMD) in turn provides a flare-based countermeasure solution to defeat the threat. The combination of these features results in degrading the tracking capability of the threat missile, causing it to miss the host aircraft. Without IR countermeasure capabilities, tactical survivability of current and future generation aircraft is at substantial risk.

The CMWS has been installed on Army rotor-wing platforms and deployed to Operation Iraqi Freedom/Operation Enduring Freedom (OIF/OEF) since 2005. The U.S. Army Project Management Office, Aircraft Survivability Equipment (PMO ASE) has established a requirement to conduct a thorough system analysis of the CMWS to analyze operational anomalies, reliability issues, user feedback, and candidate upgrades that have been identified since the initial installation and deployment. The objective will be to analyze the system to determine the cause of the issues and identify recommended solutions.

The CMWS consists of several Line Replaceable Units (LRUs): Electro-Optic Missile Sensors, an Electronic Control Unit (ECU), and Improved Countermeasures Dispenser (ICMD).

3.5.3.1. Repair Criteria

Following the initial inspection and test, the Contractor shall assign one of the categories below to the item and if the item is repairable the contractor shall take the action specified.

a. Repairable. A repairable item is one that, in the course of operation and use, is found to be non-functional or inoperable, does not satisfy its intended function, or does not perform within its design specifications. The repair process for an unserviceable item typically consists of troubleshooting, evaluating, repairing, and verifying its performance (recertification). For the repairs, after the T&I, determined to be repairable, the contractor shall determine the extent of the repair as minor, standard or major.

- Minor: see not to exceed (NTE), 20% of the current acquisition cost

- Standard: see NTE, 40% of the current acquisition cost

- Major: see NTE, 65% of the current acquisition cost

b. Beyond Economical Repair (BER). A BER item is one whose damage is so extensive that repair of the item is impossible or economically impractical. Economically impractical means the cost of repair would exceed the BER threshold of greater than 65% of the acquisition price of a new item. The Contractor shall use the Army Master Data File (AMDF) for the acquisition price determination, which can be obtained in WebFLIS based on the NSN.

c. No Evidence of Failure (NEOF). An NEOF item is one that is inspected, tested, and deemed to not require any repairs. The item is found to be fully functional, operable, satisfies its intended function, and performs within its design specifications. When the T&I reveals no evidence of failure and/or failure cannot be duplicated only T&I costs will apply. Upon determining that an item is in this category, the Contractor may invoice the inspection and test FFP to the Government. The Contractor shall notify the COR via email of the findings and request disposition instructions.

Unless authorized by the PCO/ACO, this PWS does not apply to the repair of items when the total repair costs of such efforts exceed sixty-five (65) percent of the latest acquisition cost. To continue the repair process for an item beyond 65% of the latest acquisition cost, Government approval from the PCO must be obtained. Otherwise, refer to paragraph 3.5.3.6, Disposition of Uneconomically Repairable Items.

3.5.3.2. Repair Turnaround Time

Turnaround time is defined as the time from contractor date of induction into repair (work order number) and/or receipt of funding for the inoperative unit or assembly at the contractor's repair/replacement facility to delivery of the repaired/replacement item to the Government. The turnaround time for this effort shall be 45 days for minor Repair Turn Around Time (RTAT), 60 days for standard RTAT, and 90 days for major RTAT for LRUs based on material availability.

However, the Government will allow for deviations from the turnaround time above on case-by-case basis.
