Performance Assessment Plan (PAP) for Repair Services

Purpose: The purpose of this Performance Assessment Plan is to describe the methodology for Government personnel to evaluate and assess contractor performance.

Roles and Responsibilities: The Procuring Contracting Officer (PCO) is responsible for assessing the contractor’s performance with input from the Program Office to include monthly Contracting Officer Representative (COR) reports and quarterly evaluations. The contractor is responsible for managing performance and ensuring that quality controls meet the terms of the contract.

The Address for the Program Office is given below:

US Army Communications-Electronics Command

CECOM LCMC ESA

ATTN: AMSEL-LCE-SAM

Aberdeen Proving Ground, MD 21005

Procedures: The Program Office will review the data submitted through the various website reporting systems and hard copy status reports required by the PWS. Only Government personnel will view this data. The Performance Assessment Plan will be revised as circumstances warrant.

The Contracting Officers will review the data received by the Program Office on a periodic basis. The Contracting Officer will assess the contractor’s performance by reviewing the requirements of the task orders against actual performance. All negative assessments received on a Performance Evaluation will be addressed by the Contracting Officer with the Contractor prior to final assessments.

Method of Assessment: For all Task Orders, work performance will be assessed through the following areas of evaluation: factors: turn-around time, quality of repairs, and timely submission of all required CDRL reports. The Program Office will evaluate the contractor’s performance against each task order.

Successful Performance and Remedies: Successful performance can be incentivized with favorable Past Performance Ratings. Successful performance will be categorized by receiving satisfactory or above ratings from the Program Office for performance on task orders. Remedies for marginal work would include poor Past Performance Ratings and the withholding of payment for services not performed in accordance with the PWS until the Contractor provides satisfactory completion of the services.

Acceptance of Services: Performance of services is accepted by an executed DD250 or through the Wide Area Work Flow should it be available during the performance period of this contract.
