About this file
This document is a labor category and staffing requirements specification for a federal task order involving complex systems development and support, likely related to radar data distribution or command-and-control (C2) systems.
The document establishes a recommended labor mix totaling 146,400 hours across a base period and four option years (29,280 hours annually), with explicit restrictions that offerors may not deviate from the total hours but retain flexibility in labor category distribution if justified in their staffing plan narrative. Five key personnel positions are required with resumes submitted for evaluation: Computer Programmer IV (1,920 hours annually), Engineer Systems IV (1,920 hours annually), Manager Program/Project III (1,920 hours annually), Specialist Integrated Logistics Support IV (1,920 hours annually), and Technical Writer Supervisory IV (1,920 hours annually). Additional non-key positions span 18 labor categories across engineering, technical, maintenance, and administrative roles. All personnel must maintain DoD SECRET clearances minimum, with many positions requiring IT Level I designations (Tier 5 special-sensitive) and specific DoD Approved Baseline Certifications per DFARS 252.239-7001. Key personnel must possess advanced qualifications ranging from 10-15 years of experience for senior roles, while non-key personnel requirements range from entry-level (0-2 years) to experienced (8-10 years). The specification includes detailed minimum qualification matrices showing education requirements (Bachelor's to High School/GED), years of experience, and professional certification substitution options, with particular emphasis on cybersecurity workforce (CSWF) personnel needing mandatory certifications for both key and non-key positions.

DISTRIBUTION STATEMENT A. Approved for public release: distribution is unlimited.
A. Recommended Labor Mix
Offerors’ proposal may not deviate from the total number of hours included in Section A.
Offerors have the latitude to propose the labor mix they believe is best to accomplish the requirements identified within the Statement of Work (SOW) in a high quality, efficient, and cost effective manner. Nevertheless, the Government has provided the below labor mix estimate to serve as a reference for prospective Offerors to better understand the overall distribution of skills throughout this effort. This estimate is based on historical requirements;
as such, this estimate will be considered in evaluating proposals. The Offeror may deviate but such deviation shall be explained in the Offeror’s Staffing Plan Narrative. If the proposed labor mix differs from the estimate provided above, the Offeror shall describe how/why the proposed labor mix will result in a high quality, efficient, and cost effective solution. If the Offeror does not explain deviations from the below labor mix it may result in upward cost adjustments or one or more weaknesses/deficiencies during evaluation.
